The CGSN Resolution No. 183, of September 26, 2025, Caused a Wave of Misinterpretations on Social Media by Being Incorrectly Associated with a Supposed Automatic Sum of CPF and CNPJ Revenues at the MEI Limit. In Light of Misinformation, the Brazilian Federal Revenue Service Itself Published an Official Clarification Alerting Taxpayers Not to Fall for Fake News.
According to the Federal Revenue Service, in a statement published on the official government portal, the resolution did not change the MEI revenue limit, did not create new fines, and did not determine the automatic summation of personal income with business revenues. The alert is included in the text “Simples Nacional: Understand the Rules of CGSN Resolution No. 183/2025 and Protect Yourself Against Fake News,” available on the agency’s official website:
MEI Limit Remains at R$ 81 Thousand per Year
According to the Federal Revenue Service, the annual gross revenue limit for Individual Microentrepreneurs remains at up to R$ 81 thousand, exactly as it was before the publication of the new resolution. The agency emphasizes that this amount considers only the revenue from the economic activity carried out by the MEI, such as the sale of goods or the provision of services.
CPF and CNPJ Are Not Automatically Combined
One of the main rumors that circulated after the publication of the CGSN Resolution No. 183/2025 was that any amount received in the CPF, including Pix or payments via card machines, would be automatically added to the MEI’s CNPJ revenue, which could result in disqualification, fines, and retroactive tax collection.

The Federal Revenue Service refutes this information outright, classifying it as fake news. According to the agency, “the information that the CPF and CNPJ of the MEI would be combined for limit purposes is not true”. The official text reinforces that this has never been a rule of the Simples Nacional and did not become one with the new resolution.
What the CGSN Resolution No. 183/2025 Really Did
As explained by the Federal Revenue Service, the CGSN Resolution No. 183/2025 aimed to adapt the Simples Nacional regulation to the Tax Reform, promoting technical and administrative adjustments to the old CGSN Resolution No. 140/2018.
The text did not create new penalties, did not change tax rates, did not establish automatic retroactive collection, and did not change the definition of gross revenue for MEIs. It is a normative update to harmonize the simplified regime with the new national tax scenario, as described in the agency’s official statement.
Revenue Alerts Against Misinformation
In the same statement, the Federal Revenue Service explicitly warns against misleading content that has been disseminated online. The agency advises that entrepreneurs should always seek information from official sources, such as the gov.br portal, and be wary of alarmist content that talks about automatic fines, immediate audits, or radical changes without legal basis.
According to the Revenue Service, distorted interpretations of the standard can lead the taxpayer to make misguided decisions, such as unnecessary closure of the MEI or hasty changes in the tax regime.
Based solely on the official information from the Federal Revenue Service of Brazil, it is possible to affirm that:
- The MEI limit remains at R$ 81 thousand per year.
- CPF and CNPJ are not automatically combined for classification purposes.
- Pix, card machine, or personal bank transactions do not count, as long as they are not revenue from the economic activity.
- The CGSN Resolution No. 183/2025 did not create new fines or automatic retroactive collection.
