BR-163, known for leading the ranking of traffic violations in Mato Grosso do Sul, is about to receive a boost in speed control with the installation of new speed cameras.
Even without a set date for the activation of the devices, the CCR MSVia concessionaire has begun the implementation process of the devices along the highway.
According to information provided to Campo Grande News, the new speed cameras are part of a strategic plan to increase road safety and reduce the number of accidents, especially those caused by speeding, one of the main violations recorded in the region.

According to CCR, the installation of the devices precedes the formal approval of the National Land Transport Agency (ANTT), responsible for regulating and authorizing the operation of the monitoring systems.
Installation Before Official Release
Although the equipment is not yet operational, CCR MSVia chose to expedite the assembly as a way to accelerate the modernization process of the highway.
The company is awaiting the formalization of an additive term to the concession contract with ANTT, which will allow the operation of the speed cameras legally and in accordance with the technical requirements of the federal government.
In a statement sent to the press, the concessionaire explained that the measure was taken on its own initiative, motivated by the urgency to enhance safety on the roads.
The expectation is that the new devices will significantly contribute to the reduction of accidents and to a more efficient traffic control.
“The concessionaire continues to implement measures such as enhancing signage, installing alert systems, and intensive monitoring by 477 cameras distributed along the highway”, declared CCR in an official statement.
Approval Depends on ANTT
ANTT confirmed that the process of re-implementing the speed cameras is in its final stage and will be deliberated in a board meeting.
The additive term that enables the operation of the new equipment must undergo technical and legal evaluation before being formalized.
According to the agency, the early installation of the devices was a decision made by CCR MSVia itself, which considered the high rate of violations and the need for urgent measures to ensure the safety of BR-163 users.
Leader in Speeding Violations
The data reinforces the need for increased monitoring: in 2024, BR-163 recorded an impressive 72,700 traffic violation citations for speeding up to 20% above the allowed limit.
This number is seven times higher than the total of speeding violations recorded on the other six federal highways that pass through the state.
The second most common violation is also related to disrespecting speed limits, with 14,279 occurrences of drivers driving between 20% and 50% above the allowed limit.
These data were released by the Federal Highway Police (PRF) and highlight a concerning behavior from the drivers using the highway.
BR-163: A Strategic and Problematic Highway
BR-163 is one of the main routes for grain transportation in the country, crossing Mato Grosso do Sul and connecting producing regions to the Port of Paranaguá in Paraná.
Its strategic role for the economy makes it even more urgent to ensure safety and fluidity in traffic.
Despite investments in infrastructure, the highway has accumulated complaints from drivers about dangerous stretches, lack of adequate signage, and inefficient monitoring, which contributes to the high number of violations and accidents.
Studies indicate that highways with a higher presence of speed cameras and monitoring systems tend to show significant decreases in fatality and injury rates.
The installation of new equipment on BR-163 follows this logic, aiming to reduce fatal accidents caused, above all, by speeding.
Advances in Electronic Monitoring
The use of monitoring and control technologies has become increasingly common on federal highways.
CCR MSVia already operates a robust system with nearly 500 cameras, as well as sensors and informational panels that help guide drivers in real-time.
With the arrival of new speed cameras, the expectation is that the system will become even more effective.
The company did not disclose the exact number of devices that will be activated, but it is estimated that dozens of new monitoring points will be added in critical stretches.
Other Highways Follow Trends
The use of speed cameras as a control tool is not exclusive to BR-163.
Diverse federal and state highways have bet on enhancing electronic monitoring as a way to deter risk behaviors by drivers.
According to the Ministry of Transport, the presence of speed cameras is directly linked to the decrease in the number of traffic fatalities, especially when combined with education actions and effective signage.
In states like São Paulo and Paraná, the installation of speed cameras at strategic points has resulted in a decrease of up to 40% in the number of fatal accidents over the past five years.
This type of data reinforces the effectiveness of the model adopted by CCR MSVia on BR-163.
Challenges and Criticisms
Despite the advances, there are criticisms from drivers who see the speed cameras as an “industry of fines”, especially when there is no clear signage or when speed limits change frequently over short stretches.
Traffic experts, however, emphasize that the function of speed cameras is educational and preventive, not revenue-generating, as long as they are used transparently and accompanied by awareness campaigns.
To avoid this type of controversy, CCR MSVia promises to enhance signage and publish detailed information about the locations of the new equipment installations, ensuring that drivers are properly informed.
