The State Department of Traffic of Espírito Santo (Detran|ES) has started enrollment for the CNH Social 2025 program. The initiative offers free issuance of the National Driver’s License (CNH) for low-income individuals. A total of 7 thousand vacancies will be offered throughout the year, distributed in two phases.
The program CNH Social 2025 is aimed at residents of Espírito Santo registered in the Unique Registry for Social Programs of the Federal Government (CadÚnico) and aims to broaden access to driver’s licensing, providing new job opportunities, income generation, and mobility for the most vulnerable population.
Enrollment for this edition is now open and must be done exclusively through the official website of Detran ES.
How The CNH Social 2025 Program Works
According to Detran|ES, the 7 thousand opportunities will be divided into two phases: the first with 3,500 vacancies available in the first semester and the second, with another 3,500 in the second semester of 2025.

The program offers total exemption from all stages of the licensing process, including:
- Medical and psychological exams
- Theoretical and practical course
- Theoretical and practical tests
- Issuance of the CNH
- Classes on legislation and driving
The vacancies are distributed in three categories:
- First License in Categories A (motorcycle) or B (car)
- Addition of Category
- Change to Professional Category (C, D, or E)
Who Can Register for the Free CNH from Detran ES?
To participate in the CNH Social 2025 program, it is necessary to meet the following requirements:
- Be over 18 years old;
- Be literate;
- Be registered in CadÚnico;
- Have a family income per capita of up to half a minimum wage;
- Be a resident of the state of Espírito Santo.
The selection of candidates is done automatically, based on the data registered in the CadÚnico, without the need for additional documentation at the time of registration. The list of selected candidates will be published on the Detran ES website within the timeframe established in the notice.
