The senator’s proposal is a response to the continued indirect financing of the war in Ukraine through Russian oil exports.
According to him, countries that maintain these purchases are strengthening Putin’s “war machine.”

“China, India, and Brazil. These three countries buy 80% of cheap Russian oil, and that’s how Putin’s war machine keeps functioning,” he stated.
Graham emphasized that, even with the sanctions already imposed, Vladimir Putin continues to resist. Thus, tightening economic policies would be a way to force Russia’s trading allies to back down.
