Chambersburg Mall: Shopping Center Opened on March 4, 1982, with 75 Stores at Peak, 62% Occupancy in 2009, Sold for US$ 8.8 Million in 2013 and Definitive Closure on June 30, 2023 in Pennsylvania

The Chambersburg Mall, a closed shopping center located near Chambersburg, Pennsylvania, in the Scotland community, officially ceased operations on June 30, 2023, after decades of operation, successive store losses, declining occupancy, and structural changes in the regional retail landscape.

Location, Structure and Current Situation

The property is situated at Exit 20 of Interstate 81 and was designed as an enclosed mall with a large capacity, currently remaining abandoned and without active commercial operations.

The property is owned and managed by Namdar Realty Group, after a series of transactions over the years, remaining closed since the definitive cessation of commercial activities.

The anchor stores include spaces that are now empty, which formerly housed JCPenney, Burlington, and The Bon-Ton, in addition to the former Black Rose Antiques & Collectibles, the last active operation on site.

Inauguration and First Years of Operation

The Chambersburg Mall was inaugurated on March 4, 1982, by Crown American, a shopping center developer, with anchor stores Hess’s, Gee Bee, and a Carmike cinema.

Three years after opening, in 1985, the Bon-Ton store was added to the commercial mix, increasing the regional appeal and strengthening the mall’s role as a consumer hub.

In 1991, Sears became part of the complex by relocating from downtown Chambersburg, reinforcing the array of major retailers present in the complex.

Changes in Anchors and Commercial Retraction

In the early 1990s, Hess’s closed its operations, being replaced by JCPenney, which also moved from downtown to the mall.

The former Gee Bee became Value City in 1992, but closed in 2008, with the space later occupied by Burlington, reflecting constant changes in the commercial profile.

These changes marked the beginning of a period of instability, with frequent turnover of anchor stores and a gradual decline in the mall’s attractiveness.

Acquisitions and Performance Indicators

The portfolio of malls held by Crown American was acquired by PREIT in 2003, changing the management of Chambersburg Mall and redefining strategies for the asset.

In 2009, the mall was ranked by US News & World Report as one of the 10 most endangered in the United States, described as underperforming.

That year, the occupancy rate was 62%, with average sales of US$ 234 per square foot, indicating persistent operational difficulties.

Sale of the Mall and Closure of Large Stores

In May 2012, the mall was put back up for sale, culminating in November 2013 with the acquisition by Mason Asset Management for US$ 8.8 million.

PREIT estimated a net revenue of US$ 8.4 million from the transaction, ending its involvement with the property after years of limited results.

Sears closed in January 2015, followed by JCPenney in mid-July 2015, while Bon-Ton ceased operations in August 2018.

Last Years and Definitive Closure

On January 18, 2019, Burlington closed its unit, leaving Black Rose Antiques & Collectibles as the only remaining anchor store in the mall.

The complex had as many as 75 stores between the 1990s and 2000s, but fell to about 30 operations throughout the 2000s.

In 2023, there was only an art gallery that opened occasionally on weekends, but later closed or relocated.

The AMC theaters ceased operations on April 16, 2023, and on June 8, Black Rose announced its closure on June 30.

Destination of the Property After the Mall Closure

The Chambersburg Mall was officially closed on June 30, 2023, marking the definitive end of its commercial operations after more than four decades.

The owners considered the possibility of reconstructing the property after closure, but the proposal was later discarded.

Since then, the space remains closed, with no new use defined, closing a cycle that accompanied profound transformations in the regional retail sector and consumer behavior.
