Company Registers Growth with Adherence to the Largest Reverse Logistics Programs for Packaging in the Country and New Legislation Regulating the Sector.
Acting as an independent verifier of reverse logistics results for packaging in Brazil, the company Central de Custódia presents a report showing the recovery of 602 thousand tons of post-consumption packaging into the production cycle, backed by 62,000 electronic invoices. To better visualize these results, these quantities of recovered materials weigh as much as 200 Maracanã stadiums, thus representing a reinsertion of 30 billion tons into the production cycle.
These results were achieved through the work of 647 recycling operators located in 843 Brazilian cities and all 27 federal units. A large part of these, 65%, are cooperatives and associations of collectors who, as mandated by the National Solid Waste Policy, should be prioritized in reverse logistics investments.
These operators received around R$ 78,260,000.00 for the collection and sorting of packaging through 21 Reverse Logistics Programs, which represent over 6,000 manufacturers, importers, distributors, and merchants of products sold in packaging. Among the programs are: From Hand to Future (DAMF), Prolata, Pragma, Institute Rever, Viraser, Pólen, European Recycling Platform (ERP), Institute of Reverse Logistics (ILOG), Everything Transforms, Inpar, Recicleiros, Grupo Muda, Environmental Control, Yatto, Ecocash, Valora, Ecoloop, My Collection, 4 Habits, Eureciclo, and Abrabe.

These numbers consolidate the startup as the main independent verifier in the market in Brazil, holding the largest data platform on reverse logistics for packaging in the world.
The information recorded on the startup’s platform also allows listing the states that received the most waste for recycling and those that returned the most recyclable materials through reverse logistics programs in the last year.
In the first group, in order, are São Paulo, Paraná, Rio de Janeiro, Minas Gerais, and Santa Catarina, while in the second group, also in order, the first five were São Paulo, Paraná, Rio Grande do Sul, Rio de Janeiro, and Minas Gerais. In this last relationship, only Rio Grande do Sul and Minas Gerais do not have specific legislation regulating reverse logistics.
“The comparison of data by states makes it clear how the development of reverse logistics in the country depends on various factors. Some federal units recycle more waste due to more intense economic activity, but they are not necessarily the places that return the most recyclable materials through programs aimed at the sector.”
“The regulatory issue is essential for obtaining results in this regard; only five states already have consolidated legislation for this: São Paulo, Mato Grosso do Sul, Rio de Janeiro, Paraná, and Piauí. However, others are already processing similar decrees, such as Minas Gerais, Goiás, Pernambuco, and Mato Grosso. Therefore, another objective we have is to provide accurate data that can help guide and formulate public policies that encourage the development of this chain in the country,” explains Fernando Bernardes, Operations Director of Central de Custódia.
The Director of the startup evaluates how the availability of this information becomes essential for Brazil to advance in various issues related to this chain at the national or local level. “Some examples are the even more effective implementation of the social and environmental governance (ESG) agenda in companies and the National Solid Waste Policy (PNRS), as well as the formulation of public policies in different states that advance the requirement to meet reverse logistics obligations.”
“All these initiatives are fundamental for the development and progress of this sector, which is crucial for job creation, income, and sustainability in the country. But this will only be possible if they are based on objective metrics,” he comments.
Reference Company: What Does the Legislation Say About These Packagings?
The reverse logistics process has been increasing its level of compliance since its emergence from the National Solid Waste Policy – Federal Law No. 12.305/2010. Recently, on April 13, 2022, the Federal Government published Decree No. 11.044/2022, which regulated the sector, bringing mandatory documents for supporting results, such as the Electronic Invoice and the Final Destination Certificate, and the requirement that these documents be sent for verification of truth, authenticity, uniqueness, and non-collision by an independent verifier.
It is important to note that the Independent Verifier must be an impartial figure in the market; that is, they cannot perform activities for managing entities and/or representative entities, nor can they be formed, directed, or associated with manufacturers of packaging and especially users of packaging.
“The Independent Verifier emerges as private self-regulation functioning as a preventive regulation, aimed at ensuring the efficiency of the proper functioning of the market, guaranteeing a standard of security and legitimate trust in good and consistent reverse logistics programs for packaging,” comments Bernardes.
This self-regulation aims to attribute greater effectiveness, efficiency, and trust, as well as enhance the level of assurance regarding the achievement of the goal, mitigating the risk of duplicated results and without backing from the origin, which could impact the company’s ESG (environmental, social, and governance) agenda.
It is, therefore, essential for an independent verifier to act for greater data security and transparency for environmental agencies, encompassing unbiased and consistent verifications and facilitating audits and assessments by the programs.
