Tarcísio de Freitas Launches the Program “São Paulo for All Works”, with R$ 30 Billion in Investments in Highways and 250 Thousand Job Openings by 2026.
The governor of São Paulo, Tarcísio de Freitas, officially launched the program “São Paulo for All Works”, one of the largest road infrastructure initiatives in the state’s recent history. With investments exceeding R$ 30 billion, the project includes resurfacing, duplication, and modernization of public and private highways, covering 540 municipalities in São Paulo. In addition to transforming the road network, the program promises to boost the regional economy by generating more than 250 thousand job openings.
Billion-Dollar Investments to Transform Highways
The program “São Paulo for All Works”, led by Tarcísio de Freitas, encompasses over 1,500 interventions in state and concessioned highways.
Among the main areas of work are the resurfacing of the Anhanguera-Bandeirantes System, the construction of the North Ring Road, and improvements on rural roads.

The investments are being strategically directed to increase connectivity and reduce travel time, favoring the transportation of goods and passengers.
Only in Greater São Paulo, the government of Tarcísio de Freitas estimates investments exceeding R$ 4.3 billion.
This amount includes infrastructure works that are already underway, such as the modernization of the Anhanguera-Bandeirantes, which connects the capital to the interior of the state.
The stretch of over 2,000 kilometers is being completely resurfaced by the concessionaire CCR Rodovias, with completion expected in the first half of 2026.
North Ring Road: A Milestone for Urban Mobility
Another highlight of the program “São Paulo for All Works” is the resumption of works on the North Ring Road, with investments of R$ 3.4 billion over the 31-year concession period.
The company Via Appia won the bidding to complete and operate the segment, which is expected to be delivered in 2026.
The initiative of the government of Tarcísio de Freitas aims to divert heavy traffic from the Tietê and Pinheiros margins, facilitating access between the cities of Greater São Paulo and the state and federal highways.
The Ring Road project plays a strategic role in the logistics development of the state, directly impacting the economy and the quality of life of residents.
For this reason, Tarcísio de Freitas has strongly advocated for its continuation and completion within the established timeframe.
Job Creation Across the State
In addition to infrastructure gains, the program “São Paulo for All Works” also stands out for the generation of job openings on a large scale.
According to the management of Tarcísio de Freitas, the expectation is to create 252,600 direct and indirect jobs.
Of this total, 86,700 have already been generated through completed works, while another 168,800 job openings are anticipated for ongoing projects and those that will be initiated.
The regions with the highest volume of investments and, consequently, with the greatest potential for generating job openings are: Greater São Paulo (R$ 4.3 billion), Central Region (R$ 3.19 billion), São José dos Campos (R$ 3.14 billion), Campinas (R$ 2.99 billion), and São José do Rio Preto (R$ 2.94 billion).
The goal of Tarcísio de Freitas is to distribute the benefits of the program in a balanced manner, meeting the demands of both the interior and the capital.
Partnerships with the Private Sector and Public Oversight
The program “São Paulo for All Works”, led by Tarcísio de Freitas, also stands out for its hybrid management model, which includes public and private investments.
Some highways are operated by concessionaires monitored by Artesp, while others are directly under the responsibility of the Department of Highways (DER).
This synergy allows greater agility in executing projects and ensures the quality of the deliveries.
Tarcísio de Freitas emphasizes that the oversight of the works will be rigorous, and that the transparency of investments will be a top priority.
The goal is to ensure that every real invested translates into quality infrastructure and job creation for the residents of São Paulo.
