Governor and Mayor Announce Reinforcement of Policing with Motorcycles Equipped with Intelligent Cameras to Combat Crimes Committed by Motorcyclists in the Capital of São Paulo. Measure Integrates Surveillance Program and Seeks to Enhance Security on the Streets.

The governor Tarcísio de Freitas stated on Monday (11) that the capital of São Paulo is facing “an epidemic” of offenses committed by motorcycle drivers.

The statement was made to the Folha de S.Paulo during an event in the city center, where the governor was accompanied by Mayor Ricardo Nunes to present 100 motorcycles from the Metropolitan Civil Guard and the Military Police equipped with license plate reading cameras, integrated into the Smart Sampa system.

Combat Strategy with Cameras and License Plate Reading

The new vehicles are equipped with technology capable of identifying tampered plates and stolen motorcycles.

As soon as the system detects irregularities, an immediate alert is sent to the central command, which forwards the data to the same team that captured the image, speeding up the approach.

The municipal administration claims that integration with Smart Sampa is essential to enhance real-time monitoring on busy roads.

Illegal Trade and Vehicle Tampering

According to the Folha de S.Paulo, Tarcísio described a scenario in which the motorcycle has become a central piece in a criminal market.

It’s people tampering with plates,” he said. He also pointed out the circulation of app delivery bags and access to weapons within this network.

In some cases, he stated, stolen cell phones are used as a form of payment.

The statement was made in the presence of representatives from state and municipal public security, including secretaries and commands of the Civil and Military Police.

Vitor Medrado Case Rekindles Alarm

The event recalled the case of cyclist Vitor Medrado, 46, murdered in February by a rider during a cell phone theft near Parque do Povo in Itaim Bibi, west zone.

Surveillance images helped identify the motorcycle with a false plate, leading to the arrest of the suspected driver and passenger.

The recorded route indicated movement toward Paraisópolis in the south zone.

The Arrest of “Mainha do Crime” and the Structure of Gangs

As reported by the Folha de S.Paulo, Mayor Ricardo Nunes noted that at the home of Suedna Barbosa Carneiro, known as Mainha do Crime and arrested in February, ten false plates and delivery bags allegedly used to disguise robbers were found.

The woman is under investigation for leading a gang responsible for various crimes, including those that led to the deaths of delegate Josenildo Belarmino de Moura Júnior and Vitor Medrado.

The defense denied involvement in homicides and contested the recognition of the seized objects. The inquiry indicates that she would pay up to R$ 2,000 for a stolen cell phone.

Debate on Mercosur Standard License Plates

Both the governor and the mayor criticized the end of seals on license plates with the implementation of the Mercosur model, adopted since 2018.

For both, the removal of the physical seal reduced security and facilitated tampering.

It is essential that we increase security layers concerning these motorcycles that pass through the city,” said Tarcísio.

In June, Nunes sent a letter to the Ministry of Transport requesting the return of the seal. The ministry informed that the request is under review.

Increase in Homicides and Decrease in Robberies Followed by Death

Despite claiming that overall rates have fallen, Tarcísio acknowledged that the sense of security did not accompany this decline.

Data from the Public Security Secretariat (SSP), released at the end of July and cited by the Folha de S.Paulo, indicate a 15% increase in homicides in the 1st half compared to the same period last year: 268 cases against 232.

This is the highest number since 2021, when there were 318 victims. Robbery followed by death has decreased, with 21 occurrences in the semester, six less than the previous year.

According to experts, this is one of the crimes that most affect the sense of security, even with a decrease in numbers.

Defense of Stricter Laws and Focus on Recidivism

Governor Tarcísio de Freitas reiterated his support for changes in penal legislation to prevent recidivists from returning to the streets quickly.

It is no use arresting the same guy 20 or 30 times if he doesn’t stay in jail. The murderer of Vitor Medrado was a recidivist,” he declared.

He also cited other cases of robbery followed by death committed by criminals who already had police records.

Mobile Patrolling and Immediate Response

The operation foresees mobile patrolling with motorcycles equipped for automatic license plate reading and detection of stolen or tampered vehicles.

When there is an alert, the central command directs the same team for the approach, reducing response time and increasing the likelihood of catch.

Challenge of Security Perception

The challenge, according to the authorities interviewed by the Folha de S.Paulo, is to transform investment in technology and operations into a true sense of security.

The municipal and state government bet that tackling false plates and tampered delivery bags can dismantle gangs that use motorcycles for quick crimes in high traffic areas.

Meanwhile, the discussion on the return of the seal remains under review by the Ministry of Transport, and the network of cameras from Smart Sampa is expected to be expanded.

The question remains: will the combination of technological reinforcement, targeted patrolling, and possible changes in laws be able to curb the criminality linked to the use of motorcycles in São Paulo?
