Ibama Grants Preliminary License And New Phase Of Pre-Salt In Santos Basin Will Require 11 New FPSOs In A Total Of 23 Developments
Last Wednesday (04/03), Ibama granted preliminary license 601/2019 for the third phase of production development in the Pre-Salt of the Santos Basin for Petrobras.
The form listing the activities was submitted to Ibama in November 2014, and the data for the environmental impact assessment at the site was provided in July 2015.
The estimate is that this new investment cycle in the region will require 11 FPSOs for definitive production systems, two production pilots, and another 10 long duration tests (LDT) or early production systems (EPS). LDTs and EPSs are an evaluation stage that can last from 6 months to 1 year, without the installation of a definitive unit.

According to a note from Ibama, such investments are expected to generate an increase in the country’s production of 500 thousand barrels per day of oil and 16 million m³/day of natural gas.
Therefore, Brazil should surpass the mark of 3 million barrels of daily production.
The Project That Was Presented To Ibama
The final environmental licensing process of the 3rd stage of the Pre-Salt, in which Ibama will work, includes a total of 23 developments: one Long Duration Test (LDT), nine early production systems, one short duration production pilot, 11 production development projects, which include the FPSOs, and one long duration pilot.
However, Ibama was not presented with the timeline of the development projects, and since they have not yet been included in the 2019-2023 Business Plan of Petrobras, it is estimated that these will be projects for its next business plan.
