Digitalization advances in the issuance of the new identity in Brazil, with part of the process initiated online and delivery by the Postal Service already available in some states, while others still depend on in-person collection and face challenges related to deadlines and service expansion.

The National Identity Card (CIN) already allows for service to be initiated digitally in different states, reflecting an attempt to modernize access to the document and reduce the need for travel solely for preliminary steps of the process.

In some regions, in addition to this initial digitalization, citizens already find the option to receive the document at home, which avoids a second trip to the office and represents a significant practical change in the routine of those who need to issue the identity.

São Paulo is among the states that have already adopted this model, allowing that, after in-person service, the document is sent by the Postal Service directly to the provided address, according to guidance published by the official service portal itself.

Minas Gerais follows a similar path, offering citizens the possibility to receive the CIN at home after completing the mandatory in-person step, consolidating a trend of decentralization of physical document collection in public units.

In Espírito Santo, on the other hand, this functionality has not yet been implemented, maintaining the traditional model in which citizens must return to the service location to collect the identity after completing the process.

Issuance of the new identity still requires physical presence

Even with the advancement of digital tools, the issuance of the new identity remains partially in-person across the country, as critical steps require direct verification of information and the collection of biometric data from the holder.

During this service, original documents are analyzed, and photographs and fingerprints are captured, procedures that, according to the responsible agencies, are essential to ensure the authenticity of the identity and reduce fraud risks.

For this reason, although the mobile phone is used to initiate the process in many cases, it does not completely replace the need for physical attendance, functioning only as a gateway to the service.

How the CIN scheduling works in Espírito Santo

In Espírito Santo, the Scientific Police reports that online scheduling has reached 37 municipalities, allowing most of the population to schedule appointments online without needing to travel just to secure a spot in the system.

Still, in several cities, the digital model is not available, which forces citizens to seek in-person service or follow specific guidelines from the local identification network to schedule an appointment.

In addition to official offices, the service is also offered in 13 civil registry offices, expanding the reach of the service and better distributing the demand among different data collection points.

Steps of the CIN issuance process

The process begins with scheduling and continues with attendance at the chosen location, where the citizen presents the required documentation and undergoes a detailed analysis of the provided data to avoid inconsistencies in the registration.

Next, biometric information is collected, including photographs and fingerprints, which are integrated into the national identification system before the request proceeds to an internal technical validation stage.

Only after this verification is the document authorized for issuance, which explains why the model cannot yet be fully digital, despite the conveniences already implemented in the initial phases of service.

Meanwhile, the digital version of the CIN in the Gov.br app is only released after the physical identity is issued, functioning as an official extension of the document and not as a replacement for the in-person process.

Deadline and collection of the document in the state

In Espírito Santo, the deadline reported by the Scientific Police for the completion of the process can reach up to 90 days, although there are alternative communications that mention shorter periods, which requires citizens to pay attention when seeking updated information.

Given these differences, the safest guidance is to consider the broader deadline, especially during peak demand periods when the volume of requests can directly impact the issuance time.

After finalization, the identity remains available at the same location where it was requested, whether at official offices or accredited registries, requiring citizens to return in person for collection.

Although the partnership with registries expands access to the service, it does not eliminate the need for final validation by the responsible agencies, which continue to centralize the issuance of the document.

Home delivery is still not available in all states

Home delivery of the CIN is already a reality in some states, consolidating a more practical model for citizens, but its adoption still depends on the complete modernization of state identification systems.

In Espírito Santo, this step still has no official start date, indicating that implementation depends on technological and operational adjustments that are still underway.

Meanwhile, the main evolution observed in the state has been the expansion of digital scheduling and the holding of campaigns to meet the accumulated demand during peak periods.

These actions aim to reduce queues and speed up service, although the availability of slots is still cited as one of the main challenges faced by the population.

What changes with the new National Identity Card

Among the main changes brought by the CIN is the adoption of the CPF as a unique identification number, replacing the old model in which each state issued an RG with its own numbering and without national integration.

With this standardization, the government seeks to reduce registration inconsistencies and make it more difficult to commit fraud associated with the existence of multiple records for the same person in different federative units.

Another relevant novelty is the integration with the Gov.br app, which allows access to the digital version of the document after issuance, expanding the possibilities of use in daily life without the need to carry the physical version.

Despite this, the digital format does not eliminate the requirement for initial in-person service, as biometric validation remains an essential requirement of the process.

Old documents remain valid until March 1, 2032, allowing for a gradual replacement without the need for immediate exchange by the population.

With the expansion of the CIN, Brazil has already recorded millions of issuances, consolidating the new model as the national standard for identification and expanding access to integrated public services.

At the same time, the current scenario shows that, although digitalization is advancing, physical presence still plays a central role in the issuance of the document, especially in states where the modernization of systems is progressing at a slower pace.
