President Lula signed a decree anticipating the 13th salary of the INSS for the months of April and May 2026. The first installment will be paid starting April 24, and the second starting May 25. About 35.2 million retirees and pensioners will benefit from a total investment of R$ 78.2 billion.
About 35.2 million benefits paid by the INSS will have the value of the 13th salary anticipated in the months of April and May this year. The measure was formalized by Decree No. 12,884, signed by President Lula and published in an extra edition of the Official Gazette of the Union. The anticipation will transfer to INSS beneficiaries about R$ 39 billion as payment of the first installment in April and another R$ 39 billion with the second installment in May, totaling R$ 78.2 billion injected into the Brazilian economy.
According to the Federal Government, the payment schedule for the first installment of the 13th salary of the INSS runs from April 24 to May 8. The second half will be paid from May 25 to June 8. The payment date takes into account the last number of the benefit card, not considering the last verification digit. The anticipation reaches all Brazilian states and represents a significant injection of resources into the economy of municipalities, especially in those where the income of retirees and pensioners drives a good part of local commerce.

Those entitled to the anticipation of the 13th salary of the INSS include everyone who received, in 2026, benefits for temporary incapacity, accident assistance, retirement, maternity salary, death pension, or prison assistance.

Data from the February payroll of the INSS shows that 23.3 million benefits, about 66.2% of the total, have a value of up to one minimum wage, which in 2026 is R$ 1,621. Another 11.9 million INSS benefits have a value above the national minimum.
Of this total, 13.7 thousand are equal to the ceiling of Social Security, which is currently R$ 8,475.55. These numbers reveal that the vast majority of beneficiaries receive modest amounts, making the anticipation even more relevant for family income.
Who does not receive the 13th salary of the INSS and what is the difference for the BPC
Not all INSS beneficiaries receive the 13th salary. People covered by the Continuous Cash Benefit, the BPC, are not entitled to the 13th. The BPC is paid to elderly individuals over 65 years old and people with disabilities who prove low income.
Beneficiaries of Lifetime Monthly Income are also excluded from the anticipation. For these groups, the annual bonus is paid in August and November, according to Decree 3028.
The distinction is important because it generates frequent confusion among beneficiaries. The BPC, although paid by the INSS, is not a social security benefit, but rather an assistance benefit. Therefore, it follows different rules and is not included in the anticipation of the 13th salary of the INSS announced by the government.
Those receiving BPC should pay attention to their own calendar for the payment of the bonus, which follows the regular schedule provided in the decree.

The first installment of the 13th salary of the INSS will be paid between April 24 and May 8, 2026. The second installment will be deposited between May 25 and June 8.
The payment order follows the last number of the INSS benefit card, not considering the verification digit that appears after the dash. Beneficiaries with lower card endings receive first, and the sequence continues until the last group.
This scaling model is the same used by the INSS for the monthly payment of regular benefits. The anticipation of the 13th does not alter the monthly amount that the beneficiary already receives. It is an additional payment, divided into two installments, that would normally be made in the second half of the year.
By anticipating for April and May, the government transfers R$ 78.2 billion earlier to the economy, generating a direct impact on consumption and the circulation of money in municipalities.

This is the fourth consecutive time that the government has anticipated the payment of the 13th for INSS beneficiaries.
