This means that, even with a GDP growth of 2.9% in 2023, the adjustment would not exceed the limit of 2.5%. Thus, the new minimum wage would be R$ 1,515, a difference of R$ 6 from the original amount.
Impact On The Public Budget Of The Minimum Wage 2025
The change in the minimum wage will also impact public finances. The government estimates a savings of about R$ 2 billion in 2025, as each R$ 1 increase in the wage represents an additional expense of R$ 392 million. This amount is important because the wage serves as a basis for pensions and welfare benefits, such as the BPC.
With this, the government seeks to control the growth of mandatory expenses, such as pensions and benefits, which are linked to the minimum wage amount. This measure is part of the effort to keep public finances balanced and within the limits imposed by the fiscal framework.
According to the Executive Secretary of the Ministry of Finance, Dário Durigan, if approved, Haddad’s new rule for the minimum wage would be valid until the year 2030.
“The general rule of the framework is 0.6% to 2.5% real growth year on year. The minimum wage is limited to 0.6 and 2.5%. In practice, what we will have is that in 2025 [for example], the general budget of the Union can grow by 2.5% in real terms. [In this case] the minimum wage, after updating the INPC, would also grow around 2.5%,” said Dário Durigan.
