On Wednesday, the 27th, Fernando Haddad, Minister of Finance, announced his spending cut package on national television. The expectation was for drastic changes in economic policy, leading to a historic increase in the price of the dollar. If approved, Haddad’s plan will change the expectation for the minimum wage in 2025.

Among many changes, the economic team of the Lula government also announced a new formula for adjusting the minimum wage.

If approved by Congress, the change will limit increases in the coming years, directly affecting the pockets of all workers and retirees.

Currently, the existing model provides for a minimum wage of R$ 1,520.65 in 2025.

However, with the federal government’s new proposal, this amount could drop to R$ 1,515. After all, what is the reason for the drop in the minimum wage in 2025? We explain.

This means a reduction of about R$ 6 in the wage amount for both workers and retirees, as well as beneficiaries of the Continuous Cash Benefit (BPC).

Understand All The Changes In The Project

The government proposal changes how the minimum wage is adjusted annually.

Today, the adjustment considers the sum of two factors: inflation, measured by the National Consumer Price Index (INPC), and the growth of GDP from the previous two years. For 2025, this would result in an increase of 7.71%, bringing the minimum wage to R$ 1,521.

With the new formula, the real increase in the minimum wage would be limited to 2.5% per year.

This means that, even with a GDP growth of 2.9% in 2023, the adjustment would not exceed the limit of 2.5%. Thus, the new minimum wage would be R$ 1,515, a difference of R$ 6 from the original amount.

Impact On The Public Budget Of The Minimum Wage 2025

The change in the minimum wage will also impact public finances. The government estimates a savings of about R$ 2 billion in 2025, as each R$ 1 increase in the wage represents an additional expense of R$ 392 million. This amount is important because the wage serves as a basis for pensions and welfare benefits, such as the BPC.

With this, the government seeks to control the growth of mandatory expenses, such as pensions and benefits, which are linked to the minimum wage amount. This measure is part of the effort to keep public finances balanced and within the limits imposed by the fiscal framework.

According to the Executive Secretary of the Ministry of Finance, Dário Durigan, if approved, Haddad’s new rule for the minimum wage would be valid until the year 2030.

The general rule of the framework is 0.6% to 2.5% real growth year on year. The minimum wage is limited to 0.6 and 2.5%. In practice, what we will have is that in 2025 [for example], the general budget of the Union can grow by 2.5% in real terms. [In this case] the minimum wage, after updating the INPC, would also grow around 2.5%,” said Dário Durigan.

Reference For Millions Of Brazilians

The minimum wage is an important reference for 59.3 million Brazilians, according to data from the Inter-Union Department of Statistics and Socioeconomic Studies (Dieese). Besides workers, it also impacts pensions and other benefits, reflecting on purchasing power and the economy of the country.

With the proposal to limit the increase in the minimum wage, the government aims to ensure the balance of public accounts, controlling the growth of expenses such as social security and investments in essential areas such as health and education.

According to the fiscal rule in effect, government expenditures cannot grow more than 2.5% per year above inflation. This limitation aims to prevent uncontrolled growth in mandatory expenses, preserving the fiscal health of the country.

O governo viu a força do povo brasileiro, fico eu imaginando se a nação fica sem paga todos os impostos, água, luz, gás, PIS ,COFINS, IRPF, IRPJ…etc, acredito eu que , iriam pensar 2 vezes antes de mexer no salario dos verdadeiros trabalhadores não esses que diz que luta pelo povo.

É lamentável ver como o governo ignora a luta dos verdadeiros trabalhadores, que contribuem para o país com impostos e outros tributos, e não os que se beneficiam de promessas vazias e jogam com a vida das pessoas.
