Petrobras Launches the Boaventura Complex After 16 Years of Work, Promising to Revolutionize the Energy Sector in Brazil. The Promise is for 10 Thousand Jobs, R$ 20 Billion in Investments, and a Plan to Reduce Carbon Emissions.

The Boaventura Energy Complex, which promises to change the course of energy production in Brazil, is not just a billion-dollar project. It carries the ambition of transforming the country into a global energy reference.
The Boaventura Complex was finally inaugurated on September 13, in Itaboraí, Rio de Janeiro. The project includes the largest Natural Gas Processing Unit (UPGN) in Brazil and the Rota 3 gas pipeline, symbolizing the start of a new era for Petrobras.

According to the state-owned company, the project will enable the flow of up to 18 million m³ of natural gas per day, directly from the Santos Basin.
In addition, it will allow the processing of up to 21 million m³ daily at the UPGN, marking a significant leap in the natural gas infrastructure capacity in the country.
Billion-Dollar Investments and Infrastructure Expansion
With a projected investment of R$ 13 billion solely for the installation of plants for the production of lubricants, diesel, and aviation kerosene (QAV), the Boaventura Complex is part of a larger project aimed at expanding Petrobras’s operations in Rio de Janeiro.
The company will also allocate R$ 7 billion for improvements at the Duque de Caxias Refinery (Reduc), one of the main assets in the refining sector in Brazil.
According to released information, the goal is to increase the production of S-10 diesel to 75 thousand barrels per day, in addition to lubricating oils and kerosene.
This new complex also includes the implementation of two gas thermal power plants and the construction of units for carbon capture and storage, connected to the pilot project of the CCUS hub in Rio de Janeiro, focusing on sustainability.
Jobs and Professional Qualification
One of the greatest promises of the Boaventura Energy Complex is job creation. It is estimated that 10 thousand jobs will be created during the construction phase and 3 thousand permanent jobs for operation and support.
Additionally, the “Petrobras Autonomy and Income” program was announced as part of an effort to qualify around 20 thousand people in social vulnerability situations.
According to Petrobras, around R$ 350 million will be invested over the next four years to expand employability opportunities in the oil and gas sector.
Energy Transition and Diversification of the Energy Matrix
During the inauguration, Petrobras President Magda Chambriard emphasized that the name “Energy Complex” reflects the company’s commitment to energy diversification.
“Natural gas is essential for Brazil’s energy transition,” said Magda. The executive highlighted the complex’s potential to reduce diesel and LPG imports, as well as greenhouse gas emissions.
In addition, the project aims to develop a biofuel plant with the capacity to produce 100% renewable fuels, such as diesel and QAV.
Another prominent figure who spoke during the event was President Luiz Inácio Lula da Silva. In an optimistic tone, Lula stated that he wants to see Petrobras solidifying as the largest energy company in Latin America, expanding its operations in areas such as biofuels, ethanol, and green hydrogen.
“Oil may run out one day, but Petrobras will continue to be an energy giant,” he declared.
Connection with Historical and Cultural Heritage
Surprisingly, the complex is not limited to energy production. It also houses a cultural project aimed at restoring and preserving the ruins of the São Boaventura Convent, built in the 17th century and recognized as a national and state historical heritage.
According to a protocol signed between Petrobras and cultural entities, the area of the convent may become a tourist and cultural space, open to public visitation, in a partnership between the public sector and society.
