The main justification for the hurry is to avoid that the population “loses trust” in the process if it drags on. Renan Filho emphasized that the change will not depend on approval from the National Congress, as it will be implemented through a ministerial resolution, and not by a bill.

In practice, candidates would no longer need to be mandatory enrolled in a Driver Training Center (CFC), the traditional driving schools. The alternative will be hiring independent instructors, as long as they are duly accredited and follow the established rules by the competent traffic authorities.
Financial Impact and Accessibility of the Driving License
The main objective of the measure, as defended by the government and reported by CNN, is to make the Driving License more accessible. The Ministry of Transport estimates that the high cost of the current process, which varies between R$ 3,000 and R$ 4,000 depending on the region, is a significant financial barrier for many Brazilians.
The government points out that around 20 million people in Brazil currently drive without a license, many of them due to this cost barrier. With the new model, which allows for a Driving License Without Driving School, the expectation is that expenses could be reduced by up to 80%. It is crucial to note, however, that this savings applies to training costs (lessons), and not on the various fees charged by the traffic departments for conducting exams and issuing the document.
Public Consultation and Next Steps
To maintain the accelerated timeline and implement the change in 2025, the process is in the final phase of public consultation. The minister emphasized that the deadline for the general population and industry entities to provide contributions on the topic ends this Sunday (2).
After the public consultation ends, the Ministry of Transport is expected to consolidate the suggestions and finalize the text of the resolution that will regulate the Driving License Without Driving School. If Renan Filho’s schedule is maintained, the official publication and the beginning of the enforcement of the new rules will occur in the coming months, enabling implementation still in 2025.
