State Investment Announced for BR-277 Includes Underpass and Duplication in Cascavel, Connecting Cascavel Velho and Lake Region, Impacting an Estimated 65 Thousand Residents, in Addition to Changes at the Portal Roundabout.
The Government of Paraná announced an investment of R$ 21.1 million for the construction of an underpass on BR-277, in Cascavel, in the western part of the state, aiming to reduce congestion and reorganize traffic in an area identified by authorities as critical for urban mobility.
The intervention includes an underpass and the duplication of the highway, connecting the neighborhoods of Cascavel Velho and Lake Region, an area where residents have reported access difficulties and slow traffic for years.
The project is regarded by the state government as a long-standing demand from the local population, and according to the administration, it should improve vehicle flow, increase safety, and reduce conflict points between different traffic movements.

A R$ 300 million logistics giant is taking shape in Serra with over 100,000 m² and raises a question: how can this transform e-commerce and distribution in the state?
The justification presented includes the history of occurrences in the area and the need to adapt the roadway to the current volume of traffic.
According to the announcement made by Governor Carlos Massa Ratinho Junior, the total investment will be R$ 21.1 million.
The package includes the implementation of an underpass with an underpass structure, as well as interventions related to the duplication of BR-277 in the immediate surrounding area, a measure that the government claims seeks to enhance road safety in a segment classified as high-risk for accidents.
Underpass on BR-277 in Cascavel and Urban Mobility
According to the design released by the government, the proposal aims to reduce dangerous at-grade crossings and maneuvers, concentrating traffic onto separate structures.
The expectation, according to the state administration, is that the solution will help decrease disruptions in flow and reduce drivers’ exposure to conflict situations at intersections.
Currently, according to the State News Agency (AEN), the main access to the region occurs via the Portal Roundabout.

The official assessment is that the structure has not efficiently met traffic demand, especially during peak hours, when lines and delays intensify in the area.
The government also states that the intervention is among the most significant for local urban mobility as it reorganizes traffic in a high-traffic area.
In the same vein, the announcement links the project to road safety measures, citing the number of accidents recorded in the section, without detailing the indicators used in the released document.
Connection Between Cascavel Velho and Lake Region via BR-277
The proposed route includes connecting Rua Munique in the Cascavel Velho neighborhood to Rua Waldemar Casagrande in the Municipal Lake region.
In addition to the underpass, the indicated project includes access ramps, intending to facilitate entries and exits between local streets and the highway.
In the official communication, the impact is estimated at over 65 thousand residents of the southern region of Cascavel, who, according to the government, experience congestion, difficulties in commuting, and risks associated with crossings and turns near BR-277.
Local media have also linked the project to increased traffic flow between neighborhoods and pressure on existing accesses.
The demand, according to these reports, has been recurrent in discussions about mobility in the municipality.
Agreement of R$ 21.1 Million and Execution of the Work in Cascavel
The announcement of the funding was made during an event in Cascavel, according to the record of the state government.
On that occasion, Ratinho Junior stated that the underpass seeks to resolve a traffic bottleneck between areas divided by BR-277 by creating a direct connection beneath the highway.
The state secretary of Infrastructure and Logistics, Sandro Alex, associated the intervention with the improvement of mobility and road safety.

When discussing the topic, he stated that the project must “bring mobility and save lives,” a statement recorded in the government’s release.
At the municipal level, information published by the City Hall and reported by a local outlet indicates that the administration has been coordinating the advancement of the project and that the municipality would be responsible for its execution.
The same communication mentions negotiations with the concessionaire EPR and cites approval from ANTT in the process, as well as indicating a bidding forecast within 30 days and the completion of formalities within 90 days from the release of the agreement.
Mayor of Cascavel Talks About Underpass on BR-277
The mayor of Cascavel, Renato Silva, participated in the announcement and stated that the underpass was an old demand from the region.
He emphasized the difficulty of bringing the project to fruition and classified the agreement release as a milestone for the neighborhood.
“Thank you for the care and dedication you have shown to our city.
The announcement of this long-awaited underpass in Cascavel Velho, which was so difficult to bring to fruition, is a great achievement,” the mayor declared.
The state government maintains that reorganizing traffic, with the separation of flows and elimination of at-grade crossings, tends to reduce conflicts and increase safety in the area.
Both the City Hall and the state administration indicate that the intervention should alter travel patterns between Cascavel Velho and the Lake region, with the potential to relieve the congestion observed at the Portal Roundabout.
