The Senate is reviewing a bill that authorizes the federal government to donate to Paraguay six armored combat vehicles of the self-propelled howitzer type M108 and one aluminum floating bridge used in military engineering operations.

The proposal, initiated by the Executive Branch and already approved by the Chamber of Deputies, stipulates that the equipment be transferred in its current state of conservation, with transportation and formalization costs borne by the Ministry of Defense.

According to the text under consideration, the assets belong to the Army Command and are part of a set of actions classified as bilateral military cooperation.

The report approved by the Senate Foreign Relations and National Defense Committee notes that these are means that no longer perform operational functions in the Brazilian Army but can be employed by the recipient country in activities compatible with its needs.

It is a piece of artillery mounted on an armored chassis, designed for indirect fire support, and not a combat vehicle intended for direct confrontations.

This classification appears in the legislative documents accompanying the bill.

The proposal also includes the donation of one aluminum floating bridge, equipment used for the rapid assembly of temporary bridges over rivers and flooded areas.

This type of structure is typically used to enhance the mobility of troops and vehicles during movements or engineering exercises.

Renewal of Means in the Brazilian Army and External Destination

The review of the project occurs within a broader context of equipment renewal in the Brazilian Army.

In recent years, the force has been gradually phasing out systems deemed outdated while incorporating more modern platforms.

Brazilian legislation provides that some of this decommissioned material may be allocated to other countries, provided there is authorization from the National Congress.

Process of Modernization of the Armed Forces of Paraguay

Paraguayan authorities have publicly stated that this type of acquisition follows schedules set by the U.S. program itself.

In the aerial field, the Paraguayan Air Force began operating A-29 Super Tucano aircraft manufactured by Embraer.

The arrival of the aircraft was reported by the media and official statements within an acquisition process financed by credit lines aimed at the export of Brazilian defense products.
