Even In The Face Of Insolvency Risk, The State-Owned Company Invested Over R$ 19.5 Million In Logistics And Hosting Contracts For The International Climate Event In Pará

At the beginning of November 2025, a financial movement caught the attention of the Brazilian public sector. The Brazilian Post and Telegraph Company (ECT) is facing a severe crisis and has already admitted to a risk of insolvency. Nevertheless, the state-owned company allocated R$ 19.5 million for contracts related to COP30, the climate conference held between November 10 and 21, 2025, in Belém (PA).

The amounts were disclosed on November 11, 2025, in reports from Gazeta Web and Cláudio Humberto’s column. The publications detailed the suppliers and the amounts of the contracts. Latam Airlines Group signed seven contracts totaling R$ 1.3 million for cargo transport. Meanwhile, Azul Brazilian Airlines entered into agreements worth R$ 4.5 million, while Sideral Airlines closed two contracts valued at R$ 7.9 million. In addition, Cargo Way Event secured R$ 7.5 million for additional logistics services.

Investments Amidst Financial Crisis

Despite the difficulties, the president of the state-owned company, Fabiano Silva dos Santos, stated that the Post Office is on the brink of insolvency and faces a severe imbalance in its accounts. Nonetheless, he maintained the contracts to ensure the infrastructure and logistical support for COP30.

The company also contracted accommodation at Mirití Pousada, in Belém, for R$ 67.1 thousand, with the amount divided into three reservations of R$ 22.3 thousand. According to the state-owned company, the expenses met the needs of the technical teams involved in the conference. Furthermore, the Ministry of Communications stated that the Post Office acts as official logistical partners for COP30, justifying the use of resources.

Contradictions and Criticisms in Public Management

Various public finance specialists argue that investing millions in an international event during a crisis highlights the conflict between institutional image and fiscal responsibility.

The economist Carlos Mário Diniz, from the University of Brasília (UnB), stated that “the Post Office is going through a delicate period but remains strategic for the country’s image.” According to him, the expenditure has diplomatic and logistical relevance; however, transparency and oversight of contracts need to be enhanced.

In October 2025, the Office of the Controller General of the Union (CGU) initiated an audit on the budgetary impact of the contracts. The preliminary report will be released in December 2025, according to information from Agência Brasil. Thus, the expectation is that the investigation will bring clarity and accountability regarding the expenditures of the state-owned company.

Public Spending and Priorities Under Debate

COP30 brings together over 190 international delegations, which increases Brazil’s visibility but also scrutiny regarding the use of public resources. Since 2022, the Post Office has accumulated successive deficits and suffers from declining revenues due to the digitization of services. Nevertheless, the federal government defends the investments.

For the Minister of Mines and Energy, Magda Chambriard, COP30 is “an international showcase for Brazil”, strengthening the country’s role in discussions about energy transition and climate. However, analysts question the priority of the expenditures and suggest that the resources would be more beneficial if applied to operational modernization and reduction of fixed costs.

The political analyst Rogério Mendonça argues that “this decision reflects the difficulty of establishing priorities in a moment of fiscal constraint.” He also emphasizes that the lack of strategic planning may undermine the credibility of the state-owned company.

The Future of The Post Office and COP30

With the end of the conference scheduled for November 21, 2025, expectations grow for accountability. The official reports should be submitted to the Brazilian Court of Accounts (TCU) by January 2026, with a detailed analysis of the transfers and the justifications presented.

Meanwhile, the Post Office tries to balance the pursuit of international visibility with the need to restructure its finances. The company, which once ranked among the most profitable in the country, now struggles to regain relevance in a market dominated by large private logistics companies.
