Categories and Modalities of CNH Social 2025
The upcoming stage maintains three main fronts. The first is the first habilitation in categories A (motorcycle) or B (car).
The second includes the addition of category A or B for those who are already licensed, and the third enables the change to categories D (van, minibus, and bus) or E (truck and trailer).
These are aimed at passenger and cargo transport and, therefore, associated with higher employability.
In 2025, the distribution defined by Detran foresees 40% of the vacancies for first habilitation, 20% for category addition, and 40% for change to D or E, with a 5% reserve for people with disabilities.
To ensure proper analysis, the system validates the information provided at the time of registration with the CadÚnico database.
Once the application is submitted, it is not possible to change the selected category. Therefore, the guidance is to carefully review the chosen option before completing the registration.
Socioeconomic Criteria and Selection Process
The selection is electronic and occurs without human interference.
Detran uses information from CadÚnico to apply objective criteria, including lower per capita income, higher number of family members, education (with priority for candidates with completed elementary education), and Bolsa Família benefits.
In case of a tie, registration date and time are also considered.
The process includes public disclosure of the list of selected candidates and, when necessary, a single call for substitutes to fill vacancies not filled within the deadlines.
In the last completed phase in 2025, demand was high. The 1st phase recorded 82,642 applications competing for the same 3,500 vacancies, according to Detran.
The list of selected candidates was published on May 6, 2025, with mandatory online enrollment on the site.
On July 7, 2025, the agency published a single call for substitutes to take advantage of remaining vacancies.
These numbers indicate the level of competition and reinforce the need for attention to deadlines and requirements.
Mandatory Online Registration on Detran Portal
The process occurs exclusively on the Detran|ES website. The candidate must access the CNH Social banner, fill in personal data, and select the desired modality.
All fields must match exactly with the information from CadÚnico. Discrepancies may result in disqualification.
The agency advises that interested individuals monitor the portal for dates, rules, and lists of selected candidates.
At the moment, the registration page indicates that there are no open registrations, and the announcement with the schedule for the new phase will be published on the portal with complete information as soon as it is released.
In addition to the registration and enrollment stages, there are deadlines for opening the process with the Driver Training Center and for performing biometrics and exams.
The habilitation process has a maximum defined duration and, if deadlines are not met, the benefit may be lost, with a ban on new registration for a determined period according to the program’s rules.
These operational conditions are communicated through official channels and reinforce the importance of planning on the part of the beneficiaries.
Total Number of Vacancies in 2025
In 2025, the CNH Social of Espírito Santo reserved 7,000 vacancies in total, divided into two phases of 3,500 opportunities each.
The first phase was executed between April and July, with the publication of the main list and, later, substitutes to fill uncompleted vacancies.
The new phase resumes the same number of vacancies and follows the same enrollment and selection guidelines.
While expanding its reach, the program has also utilized habilitation as a tool for professional qualification.
In addition to the category change aimed at passenger and cargo transport, the state management has incorporated specific training for the job market and for road safety into its training ecosystem.
The goal is to increase employability and reduce risks on the road.
In commenting on the social impact, Governor Renato Casagrande has reiterated that the public policy expands opportunities and primarily serves those who would not be able to bear the costs of obtaining a license.
In his words, “the program opens doors for employment and helps realize the dream of driving, transforming lives in all regions of the state”, he said.
In practice, the free access combined with objective selection and vacancy reservation for people with disabilities supports the social focus of CNH Social.
Even though demand exceeds supply, the call for substitutes has allowed the full utilization of all opportunities made available in each phase, provided deadlines are met by the selected candidates.
