Who Can Participate and What Is Included
The program is aimed at those who are 18 years or older, are registered in CadÚnico (Single Registry for Social Programs), and have a family income of up to half a minimum wage per person.
Considering the national minimum of R$ 1,518, the current limit is R$ 759 per family member.
The benefit includes medical and psychological exams, theoretical and practical classes, exam fees, and document issuance.
The goal is to increase access to mobility and facilitate entry into the job market, especially for women in vulnerable situations.
When the Rule Went into Effect
The law that formalized the Social CNH was enacted on June 27, 2025 and came into effect 45 days after its publication, with an effective start on August 12, 2025.
Each Detran is responsible for publishing its announcements, defining deadlines and the number of available spots.
What Categories Are Included
The free licensing primarily covers categories A (motorcycles) and B (cars), but some states may include C, D, and E.
For professional categories, a toxicology exam remains mandatory.
The issued document has the same validity as a paid CNH and allows for professional activity, provided that the requirements set forth in the Brazilian Traffic Code (CTB) are met.
Social Impact and Gender Inequality
The initiative seeks to reduce inequalities in access to licensing.
Data from the National Registry of Licensed Drivers shows that the country has approximately 54.5 million men with a CNH, compared to 30.9 million women.
According to the Minister for Women, Márcia Lopes, “the CNH is, for many women, a gateway to work, income, and independence.”

How to Register

- Confirm if they meet the requirements: minimum age of 18 years, active registration in CadÚnico, and family income of up to half a minimum wage per person.
- Follow the announcement with the registration dates and process stages.
- Register in the system indicated by the Detran within the deadline.
- Keep registration receipts and prepare the required documentation (ID, CPF, proof of residence, and proof of registration in CadÚnico).
In some states, selection is done by electronic draw.
Others use social scoring criteria, prioritizing beneficiaries of programs such as Bolsa Família or families with individuals with disabilities. Those who miss the deadline must wait for the next edition of the program in their state.
