Reporter Zé Trovão stated that the 1984 regulation is incompatible with the current reality and causes distortions that can create legal and economic risks, emphasizing that its maintenance jeopardizes sector operations and requires immediate regulatory updates.

Author Toninho Wandscheer explained that revocation is justified because Law 11,442/07 offers a more comprehensive definition by including owner, co-owner, or lessee of at least one vehicle, avoiding inaccuracies that could lead to litigation over contracts.
