Eco Buildings Joins Chile’s Main Social Housing Program, Will Deliver 20,000 Modular Homes with 50% Upfront Payment per Lot and Set Up Factory in the Country Starting in 2026

Eco Buildings’ modular homes have just gained a strategic showcase in Chile. The British company signed a contract worth approximately €420 million to manufacture and supply 20,000 units to families served by the Chilean government’s main social housing program over seven years.

More than just volume, the agreement combines scale, revenue predictability, and local production. Each lot of modular homes will have up to 50% of the value paid upfront by the government, reducing the company’s exposure to working capital, while a new production line will be installed in the country to ensure deliveries of up to 5,000 units per year until the end of the contract.

Historic Contract for 20,000 Modular Homes

The contract signed between Eco Buildings Group PLC and Chilean authorities provides for the delivery of 20,000 high-quality modular homes over seven years, within the main social housing program of the country.

The estimated gross revenue is around €420 million, with a progressive expansion schedule to reach the annual target of 5,000 units.

The first step has already been taken: the initial lot of 607 modular homes is fully covered by a 50% deposit, equivalent to €12.75 million. This payment follows the official regime adopted by the Chilean Ministry of Housing and shows how the model was structured to provide financial security to the supplying company.

For Eco, the agreement marks the transition from a phase of certification and testing to large-scale commercial implementation in Latin America, consolidating the company as one of the pillars of the Chilean social housing construction program.

From Testing to Scale: How Chile Approved the Technology

The entry into this program began well before the signing of the megacontract. In July 2023, Eco Buildings started a rigorous two-stage approval process in Chile, considered one of the most demanding in Latin America. Criteria for thermal and acoustic insulation, structural performance, and the quality of construction systems were evaluated.

After the technical approval, the company moved on to practical demonstration. Model modular homes were built in Melipilla and Valparaíso, strategic regions close to Santiago.

There, government officials, parliamentarians, and municipal leaders could inspect the aesthetics, assembly speed, and comfort of the units before allowing industrial scale.

From these visits and allocation meetings held with the municipalities, the first lot of 607 homes was designated for families already selected by social programs, with delivery expected throughout 2026.

Modular Homes with Local Factory and GFRG Technology

To meet the schedule, Eco will not rely solely on exports. The contract provides for the installation of a new production line in Chile itself, based on its fully automated technology for glass fiber reinforced gypsum (GFRG) panels. The factory’s assembly is scheduled for the second quarter of 2026.

This modular home technology utilizes large-format panels that allow for faster, cheaper, and more ecological construction than conventional masonry methods, reducing construction waste, assembly time, and environmental impact.

The system has already been analyzed according to international structural norms, with adequate performance for seismic regions, a critical point in a country like Chile.

In practice, the combination of a local factory, industrial process, and standardization makes it possible for modular homes to be produced in series and assembled with greater schedule predictability, which is essential in large-scale social housing programs.

Payment Structure with 50% Upfront

The financial model of the agreement helps to explain Eco’s appetite for the project. The contract is supported by the administrative framework of the Chilean Ministry of Housing, which allows an upfront payment of up to 50% of the value of each lot of modular homes directly to the components manufacturer.

Each lot of the 20,000 housing program will be contracted and financed individually. As soon as a new lot is approved, the government makes an initial deposit of 50%, and the balance is paid after delivery and verification on-site by the National Housing Service (Serviu).

This arrangement creates predictable cash flows and minimizes the working capital need to keep production running during the seven years of the program. For a publicly traded company in the process of international expansion, this means growing with controlled financial risk.

EGIS Network and National Social Housing Program

The Chilean social housing program operates with a decentralized structure that integrates the state and the private initiative. More than 370 EGIS (Social Housing Management Organizations) participate in the process, coordinating land selection, projects, social monitoring, and supplier contracting.

Within this arrangement, Eco Buildings’ modular homes fit as an industrialized solution ready to be plugged into the system, with technical supervision and payment control carried out by the government. The goal is to address a long-term deficit: the national program aims to build about 250,000 homes across the country.

With recognized certification and the project already in the implementation phase, Eco positions itself as a key supplier of this effort, with the potential to increase its participation if the government expands or renews social housing goals in the coming years.

Platform for Expansion in Latin America

Chile effectively serves as a gateway for Eco Buildings’ Latin American expansion of modular homes. The certification obtained in the country is recognized regionally, which reduces regulatory barriers in neighboring countries interested in similar solutions.

In addition to Chile, the company already has contracts in countries like Albania and Kosovo, totaling about €114 million in anticipated revenue over the next three years, and is negotiating projects in other regions of the world.

The board’s goal is to replicate the Chilean model in other Latin American markets, using the same package: industrialized modular homes, local factory, predictable payment structure, and focus on social housing.

If results are positive, the combination of volume, technology, and financing could accelerate the adoption of this type of construction in public housing programs across various countries.

In the end, the Chilean contract shows that modular homes have moved beyond being just a niche trend and have become part of an official government strategy to tackle housing deficit with industrial scale.
