President Luiz Inácio Lula da Silva participated, in Brasília, in the inauguration of the first own headquarters of the Brazilian Agency For The Promotion Of Exports And Investments (ApexBrasil).
The ceremony was also used by the federal government to announce the result of the policy of opening 500 new international markets for Brazilian products in more than 80 countries during the period from 2023 to 2025.
According to estimates from the Ministry of Agriculture and Livestock (Mapa), this set of authorizations and certifications has a potential to generate up to US$ 37.5 billion per year in exports, an amount that depends on the execution of contracts by companies.

The delivery of the building marks the end of more than 20 years in which ApexBrasil functioned exclusively in rented properties since its creation in 2003.
The new headquarters, located in the South Large Areas Sector (SGAS) 903, was presented as part of a process of administrative reorganization and strengthening of the structure aimed at trade promotion and investment attraction.
Opening Of International Markets And Sanitary Criteria
The number announced by the government includes openings made between 2023 and 2025.
It considers technical criteria adopted in sanitary and regulatory negotiations conducted by Brazil with importing countries.
In practice, the same country can represent more than one market.

This is because the authorizations are usually segmented by product type, animal species, production unit, or specific requirements of the importer.
According to information from Mapa, this set includes products such as meats, cotton, fruits, and fish.
The government attributes the result to the joint efforts of the ministry with ApexBrasil, the Ministry of Foreign Affairs (MRE), and the Ministry of Development, Industry, Trade, and Services (MDIC).
There was also participation from representative entities of the productive sector in the negotiations.
During the event, Lula stated that the expansion of markets is related to the country’s ability to meet both domestic consumption and external demand.
“What happens in Brazil today: we produce to meet the domestic market and we produce so well that we can meet the needs of the external market.”
New Headquarters Of ApexBrasil And Institutional Structure
The inaugurated building has approximately 17,000 square meters.
It was designed with a focus on energy efficiency and sustainability, according to information released by ApexBrasil itself.
The agency also reported that the space includes areas designated for events, exhibitions, and actions to promote Brazilian products and the country’s image abroad.
The president of ApexBrasil, Jorge Viana, stated that the own headquarters brings administrative and operational impacts.
“This own headquarters is more than just a physical change. It represents a years-long achievement.”
In his assessment, the new structure contributes to structural economy, institutional modernization, and greater integration of the agency’s activities.
Besides the operational aspect, the government emphasized the symbolism of consolidating ApexBrasil as a permanent body of trade promotion policy.
Created in Lula’s first term, the agency now has, for the first time, a building designed exclusively for its activities.
The architectural project has received international awards related to innovation and conceptual design, as reported by the institution.
Commercial Promotion, Official Missions, And International Presence

In parallel to negotiations for the opening of markets, the government has been focusing on commercial promotion actions.
The goal is to expand the presence of Brazilian companies abroad.
Between 2023 and 2025, ApexBrasil reported participating in more than 170 international actions in 42 countries.
The expectation announced is for US$ 18 billion in business.
In this set of actions, more than three thousand companies were served.
During the same period, 19 presidential missions and five vice-presidential missions were carried out, according to official data.
These agendas were part of the strategy of approaching governments and economic agents from markets considered a priority.
During the event, Lula reiterated a recurring speech since the beginning of his first term.
He mentioned advocating for a more active role for the government in promoting Brazilian products abroad.
In previous public statements, the president had already linked Brazilian diplomacy to the expansion of exports.
Small Businesses, Regional Data, And Export Base
Another point highlighted was the volume of companies served by ApexBrasil.
By October 2025, the agency reported having supported 20,754 companies.
Of this total, 66% are micro, small, and medium enterprises.
The data is part of the report presented during the inauguration of the headquarters.
The government also reported that it expanded its focus on the Northern and Northeastern regions.
The initiative aims to diversify the export base and reduce the regional concentration of trade promotion and investment attraction policies.

Foreign trade experts often highlight that the formal opening of markets is just one step in the internationalization process.
Transforming this potential into effective exports depends on factors such as competitiveness, logistics, supply regularity, and the ability of companies to meet technical and contractual requirements.
For this reason, the value of US$ 37.5 billion per year is officially treated as a potential estimate.
This is not a guaranteed result.
Challenges After The Announcement And Follow-Up Of Results
With the disclosure of the milestone of 500 opened markets and the inauguration of the new headquarters, the government signals a shift in focus.
The priority now becomes the consolidation of obtained certifications.
The expansion of the presence of Brazilian products in the destinations opened in the last three years is also on the radar.
The strategy involves diplomacy, sanitary agreements, and promotional actions led by ApexBrasil in partnership with the private sector.
The expectation is to monitor whether the authorizations granted between 2023 and 2025 will result in a consistent increase in shipments, long-term contracts, and greater diversification of Brazilian export destinations.
