Too many competing interests for a resource that was over allocated even before dams were built, not to mention the fact that states served by the Colorado River Compact continue to grow in population despite the obvious limitations of water resources. It has already killed the bilateral Columbia River Compact with Canada and shows no interest in negotiating a replacement.
