State Change Guarantees Tax Relief and Stimulates Clean Technologies in the Paulista Automotive Sector

The confirmation made by Tarcísio de Freitas about the new IPVA legislation in São Paulo completely reorganized the tax scenario for thousands of drivers. Thus, the approval of the measure generated significant repercussions, as the tax remains one of the most feared by car and motorcycle owners across the country.

IPVA Exemption Surprises Paulista Drivers

The decision gained momentum because, over the years, the IPVA has come to represent a significant burden on the budget of a large part of Brazilians. Thus, the information published by the São Paulo Treasury about the approval of Bill No. 1510/2023 emerged as an immediate relief. According to the text approved by the Legislative Assembly, the new rule exempts vehicles powered by hydrogen and hybrid models with electric and flex-fueled combustion engines running on ethanol.

This measure, therefore, encourages the adoption of clean technologies in the state. Additionally, it reinforces the goal of reducing pollutant emissions, especially since the covered vehicles rely on alternative and renewable energy sources. However, to ensure the benefit, the value of the vehicles cannot exceed R$ 250,000, with adjustments applied annually.

Exemption Period and IPVA Charge Phases Until 2030

The legislation establishes that the exemption period will occur between January 1, 2025 and December 31, 2026, marking two full years of benefit for drivers who qualify under the rule. However, the text also sets a progressive schedule for the return of the tax. Thus, the IPVA rate will be 1% in 2027, 2% in 2028, 3% in 2029, and finally, 4% starting in 2030, when it returns to its full form. This scaling creates a smooth transition and therefore provides predictability for taxpayers.

Exemption Extended to Buses and Trucks Powered by Alternative Energy

In addition to passenger cars, the benefit also extends to buses and trucks powered by hydrogen or natural gas, including biomethane. Thus, the rule ensures IPVA exemption between January 1, 2025 and December 31, 2029 for these heavy vehicles. The measure reinforces the state’s interest in expanding the use of alternative fuels in fleets responsible for transporting goods and passengers, although the text does not present other implications beyond those mentioned.

Brazil’s Most Expensive IPVA in 2025 Exposes Tax Impact

While São Paulo grants exemptions, the G1 portal reported that the most expensive IPVA in Brazil in 2025 is that of a LaFerrari registered in Goiás, valued at R$ 34.8 million. Thus, the owner of the supercar will need to pay R$ 1,200,738 to settle the tax. This case highlights how the IPVA can reach extreme values, reinforcing the relevance of initiatives that relieve the financial burden on certain groups of drivers.

How the Measure Affects the Daily Lives of Paulista Drivers

Even though the legal text does not address additional effects, the exemption represents a concrete relief for thousands of owners of vehicles covered by the regulation. Furthermore, it reduces the pressure that the tax traditionally exerts on the annual budget of Paulistas. Finally, even with the future resumption of the tax, the scaling of rates ensures stability over the coming years.

Na verdade é uma decisão profundamente eleitoeira pois não atinge os motores flex a álcool e a gasolina que já tem 35% de álcool! Essa medida beneficia somente os ricos que tem condições de adquirir carros híbridos! Lamentável!
