Understand The Technical Details Of The Project, The Pre-Qualified Companies, And The Investments Planned By Petrobras Until 2029 In The Campos Basin
On April 1, 2025, Petrobras announced the bidding notice for the hiring of a new floating production, storage, and offloading unit (FPSO). The unit, identified as FPSO P-88, will be installed in the Albacora field, in the Campos Basin, with expected operation after 2030. According to a statement from the company itself, the project is part of the plan for the revitalization of mature fields with production potential in the pre-salt.
Pre-Qualified Companies Participate In The Competition
As officially announced by Petrobras, eight companies have been pre-qualified to compete for the contract: Modec, Shapoorji Pallonji Oil & Gas, Yinson, MISC, BW Offshore, SBM Offshore, Ocyan, and Altera (in partnership with Ocyan via joint venture Altera & Ocyan). The proposal submission date was initially set for October 1, 2025, and may be changed as the process evolves.
Contractual Model Provides For The Transfer Of The Unit After Initial Operation
The current bidding adopts the BOT (Build, Operate, and Transfer) model. In this format, the winning company will be responsible for building the unit, operating it for a specified period, and then transferring it to Petrobras. Earlier, in 2023, the company attempted to carry out the hiring through chartering, but negotiations did not progress. The new model aims for greater predictability and operational control, according to the company’s strategic planning. The notice also states that the winning company may renounce the Albacora contract if it simultaneously wins the bid for the Sergipe Deep Waters FPSO, if there is no operational capacity for both units.

FPSO P-88 Will Have Technical Capacity Aligned With Project Demands
Technicians presented in the notice data indicating that the FPSO P-88 will produce 120,000 barrels of oil per day, have a projected lifespan of 20 years, and will be installed at a depth of 670 meters. The unit will be connected to up to 25 wells, comprising 15 producers and 10 injectors. The minimum local content required will be 20%, according to the rules established in ANP’s Round Zero. The unit will be responsible for processing, stabilizing, and separating fluids extracted from the wells, as well as treating and compressing natural gas. The vessel will use part of the gas as fuel onboard and will export the surplus.
Albacora Will Maintain The Active Infrastructure Of The Field And Expand The Area With A New Unit.
The Albacora field is located approximately 110 km off the coast of Rio de Janeiro. Currently, the P-25 (semisubmersible) and P-31 (FPSO) units are producing and are interconnected via a pipeline. According to the Brazilian Institute of Oil and Gas (IBP), the new unit is expected to enable the production of the Forno reservoir, located in the southern portion of the field, in pre-salt area. This way, Petrobras enhances the utilization of existing infrastructure and maximizes already known reserves.
Investments Planned In The Campos Basin Until 2029
According to Petrobras’ Strategic Plan 2024–2028, published in December 2023, the company plans to invest approximately US$ 23 billion in the Campos Basin until 2029. Among the main objectives are the connection of about 200 new wells, the increase of production from the pre-salt with a goal of 32% by the end of the period, and the development of carbon capture and storage (CCUS) projects, with an expected start from 2027. According to Petrobras, the ongoing and planned projects aim to maintain the competitiveness of the basin and increase production with lower carbon emissions.
Exploratory Activities Continue In Parallel With The Bidding
In March 2025, Petrobras completed drilling the 1-BRSA-1394-RJS well, located in the Northern Brava block, also in the Campos Basin. According to the report, technicians submitted the document to the National Petroleum Agency (ANP) and identified signs of hydrocarbons. Currently, final profiling is being conducted to assess the reservoir conditions. Additionally, the company plans drillings in the Água Marinha and C-M-477 blocks, aiming to enhance knowledge about the region and identify new production opportunities.
The hiring of the FPSO P-88 is part of a broader context of revitalization of the Campos Basin. Based on public data and projections, the project seeks to meet the need to increase pre-salt production more efficiently. The participation of companies with a track record in the sector and the BOT contractual model reinforces Petrobras’ strategy to seek greater operational control and predictability. By following technical and regulatory criteria, the process demonstrates alignment with the environmental, operational, and regulatory guidelines established in the ANP’s and the company’s own policies.
