City Hall of Rio Presents Plan with Retrofit and Auctions to Recover Over 700 Abandoned Historical Properties in the City Center

Right after the holiday, on the 24th, the City Hall of Rio de Janeiro will present proposals to address the abandonment of the historical properties in the central region of the city. The presentation will take place during a public hearing in the Urban Affairs Committee of the City Council. The committee is chaired by councilman Pedro Duarte (NOVO).

The debate was organized at the request of Mayor Eduardo Paes, following the collapse of a mansion on Senador Pompeu Street, in the Central do Brasil area.

A recent report, prepared by a group of preservationists, pointed out over 700 abandoned or ruined buildings only in the central region. Many of these structures are listed, century-old, and without any prospect of use.

Retrofit as the Main Bet

Among the proposals, one of the central measures is the creation of a special financing line from Caixa Econômica Federal aimed at retrofit. The model differs from traditional financing for new properties.

It offers lower interest rates, the use of FGTS and SBPE, as well as greater flexibility. The goal is to facilitate the recovery of historical properties that do not attract the real estate market.

Public Auctions for Historical Properties

Another proposal is to implement a policy of public auctions. Idle buildings may be sold in a public auction, with the requirement that the buyer restore the structure. The measure aims to attract investors who can give new use to these spaces, respecting their history.

Focus on Central and Little Africa

The actions will prioritize the Central do Brasil area and parts of Little Africa, areas where degradation is more evident. With low commercial attractiveness, these locations struggle to attract investments. The city hall hopes to reverse this situation with the new measures.
