Free Federal Benefit Allows Proof of Low Income, Facilitates Access to Interstate Transportation, and Organizes Rights Established by Law for People Over 60 Years Old Registered in CadÚnico, with Digital Issuance and National Validity.

Brazilian citizens aged 60 years or older with an individual income of up to two minimum wages can issue the Senior Citizen Card for free, a federal document that facilitates proof of low income and enables access to free or discounted fares for interstate travel.

The issuance is done online, based on data from the Unified Registry for Social Programs (CadÚnico), and does not require immediate presentation of an ID at the time of application, although photo identification remains necessary at stages such as boarding.

Provided for in the Statute of the Elderly, the document was created to standardize the income proof required for certain benefits.

It does not replace official documents but serves as a nationally recognized proof for specific situations, primarily in inter-state transportation.

Although commonly known as the “Elderly Card,” the official name is Senior Citizen Card.

The document does not have validity as a civil identity and does not replace ID or CPF.

Its function is to gather, in a single record, information that proves age and compliance with the income criteria defined by law.

In practice, this reduces the need to present multiple proofs whenever the elderly need to exercise their right to free or discounted interstate travel.

The card can be presented in digital or printed format, according to the holder’s preference.

Who Can Issue the Document and Who Does Not Meet the Requirements

The issuance is not automatic for the entire population over 60 years old.

To access the Senior Citizen Card, it is necessary to meet three basic requirements: minimum age of 60 years, monthly individual income of up to two minimum wages, and active registration in CadÚnico.

Those who are not registered in the system, who have income above the set limit, or who present outdated data are temporarily prevented from issuing the document.

In these cases, the government’s guidance is to seek the Social Assistance Reference Center (CRAS) to regularize or update information before reapplying for the card.

Interstate Transportation Concentrates the Main Use of the Benefit

The most common use of the Senior Citizen Card is related to interstate transportation.

Legislation requires companies operating routes between states to reserve two free seats per vehicle for low-income seniors.

When these seats are already filled, the passenger is entitled to a minimum 50% discount on the ticket price.

Even with the card, the boarding procedure follows the companies’ own rules.

Generally, a photo ID is also required to confirm identity.

The card, in this context, proves the income condition but does not replace civil identification.

In situations where the elderly do not have an ID, other official photo identifications may be accepted, depending on the rules adopted by the transportation company.

The federal document does not eliminate this verification step.

Half-Price Admission Is Not Linked to the Senior Citizen Card

The association between the Senior Citizen Card and half-price admission to cultural events is common, but the rights have distinct origins.

Half-price admission for those aged 60 or older stems from specific laws that link the benefit exclusively to age.

In these cases, proof is usually made through an official document indicating the date of birth.

The card is not generally required for this purpose, nor does it depend on income limits or registration in CadÚnico.

How to Issue the Senior Citizen Card Online

The request for the Senior Citizen Card can be made online, on the official government platform.

The system requests the CPF and cross-checks the information with the CadÚnico database.

If the data is correct and up to date, the document is generated immediately and can be saved on a mobile phone or printed.

The reference to issuing “without an ID in hand” refers to the digital process, which relies on CPF and the information already registered in the social registry.

If the system identifies inconsistencies, the recommendation is to seek in-person assistance at the CRAS for data correction, which may require document presentation.

While the registration is not regularized, the law provides that states and municipalities may issue a provisional declaration, with a determined validity, allowing the elderly to exercise their right to free or discounted inter-state transportation during this period.

Why the Benefit Is Still Little Known in the Country

Although it is provided for by law and available in digital format, the document is still little known.

Public policy specialists point out that the low disclosure, combined with confusion with other social programs, contributes to many seniors only discovering the requirement for the card when they try to buy a ticket.

Another cited factor is the difficult access to digital services for a segment of the elderly population.

As a result, a right formally guaranteed does not always translate into effective use, especially outside large urban centers.

With the correct information and updated registration, the Senior Citizen Card tends to fulfill the role for which it was created: facilitate access to rights already provided by law and reduce bureaucratic obstacles in interstate travel.

Why does a benefit available online still reach so many elderly people only at the time of travel?

Bom isso seria melhor se o idoso pudesse tirar sua passagem online já que tem uma carteirinha porquê tem que ser pessoalmente. Qual quer outra pessoa consegue comprar online. Só idoso tem que ir até rodoviária longe para tirar a passagem.

Já tirei a minha carteira de falso idoso qúe no momento que nais Presiso sou humilhado as empresas de ônibus aqui na baixada não reconhece sou barrado e expulso para fora fico sem meus remédios por não ter dinheiro para pagar a passagem já lutei muito para?conseguir um auxílio no cras nais nada continu sem renda sem meus tratamentos sem meus remédio eita Brasil dificio desisto

Depois querem que esse país não seja ridicularizado internacionalmente!

Está em todos documento de identificação a idade, mas aqui temos que criar mais um documento totalmente desnecessário!

Além disso não serve para nada ou quase nada e ainda discriminam uma parte dos idosos, que trabalharam tanto quanto os demais porque angariaram uma renda melhor, como se isso fosse um demérito!

Dá vergonha e embrulha o estômago por mais uma demonstração de ganância e avareza da classe política, que gere os recursos públicos, direcionando para os interesses de classes privadas!

Pra que tirar carteira do idoso! Serve pra nada . Meia em shows cinquenta por cento em passagem de ônibus. Isso e pouco . Agora para se renovar CNH do idoso e um monte de exigências( sei que com a idade perdemos alguma coisa)aí só temos três anos. Façam uma pesquisa para saberem quem são os maiores causadores de acidentes ! Aposto que maior parte será dos que tem direito de dirigir por 10 anos.

Este idosos com mais de 60 anos é uma impotência tem regras para poder ter carteira de idosos então não é para todos os idosos de mais de 60 anos dão as notícias mas não espeficam bem daí as pessoas entende uma coisa e é outra.

Concordo.esse direto deveria ser a todos os idosos acima de 60 anos e que ganha até 5 mil reais terem os descontos para poderem viajar. Desfrutar um pouco e Com condições de viajar.
