Congresswoman Luciene Cavalcanti Presents Bill Proposing Income Tax Exemption for Teachers and Administrative Technicians, Recognizing the Importance of the Teaching Career.

According to the website Meu Tudo, federal congresswoman Luciene Cavalcanti (PSOL-SP) presented in 2025, a Bill aimed at exempting teachers and technical-administrative professionals in basic and higher education from paying Income Tax.

The proposal aims to offer financial recognition and encourage these professionals to remain in the teaching career, valuing their essential role in shaping new generations.

The measure arrives at a critical moment, amid the growing shortage of education professionals in the country.

How Would the Income Tax Exemption Work?

The bill provides for changes to the Law No. 7,713/1988, which regulates the Income Tax for Individuals (IRPF).

The main change would be the inclusion of a new section in art. 6, ensuring that the salaries of teachers and technical-administrative staff in education are exempt from the tax.

With the exemption, workers would have more resources available, increasing their purchasing power and enabling investments in their careers and qualifications.

Urgency in Valuing Teachers

Brazilian education faces serious challenges, especially in regions far from major urban centers.

The scarcity of professionals is exacerbated by low salaries, heavy workloads, and a lack of incentives that make the teaching career attractive.

Data from the National Teacher Exam (PND) show only 1.1 million registrations, compared to 2.3 million qualified teachers, highlighting the risk of a shortage of professionals.

For specialists, reducing the tax burden on these workers is a strategic measure to ensure that more people stay and enter the education field.

Expected Benefits of the Proposal

The proposal for income tax exemption for teachers and technical-administrative professionals in education aims to reduce the tax burden on these workers, allowing more resources to be available for personal and professional use.

With this financial relief, educators can invest in training, better meet their family’s needs, and plan their finances with greater security.

Among the possible effects of the measure are:

  • Valuation of the Teaching Career: reinforces the social and professional importance of teachers.
  • Improvement of Quality of Life: provides greater freedom to manage resources and reduce financial worries.
  • Attraction and Retention of Professionals: helps to keep educators in the profession and attract new talent.
  • Benefits for Education: more motivated professionals can positively impact student performance and the quality of instruction.

Economic and Social Impacts of the Income Tax Exemption

The proposal for income tax exemption for teachers and technical-administrative staff in education seeks to alleviate the tax burden on these professionals, recognizing the importance of their work in shaping students.

With more financial resources available, these workers could invest in training, personal expenses, or family planning, strengthening their economic stability.

Additionally, the measure has the potential to attract and retain professionals in the teaching career, especially in regions where there is a greater shortage of teachers, contributing to improving the quality of education and the social development of the communities served.
