The approval of Bill 5613/25 in the Public Safety Committee of the Chamber creates a new Life and Personal Accident Insurance for police, firefighters, guards, and traffic agents, with mandatory coverage, indemnity of up to 18 gross salaries, and an unprecedented extension to retirees and reserve professionals.
The Public Safety Committee of the Chamber of Deputies approved Bill 5613/25, which creates Life and Personal Accident Insurance for public safety and social defense professionals. The proposal provides for mandatory coverage funded by resources from the National Public Safety Fund for various categories related to public protection in the country.
Who will be included in the Life Insurance
Life Insurance will be mandatory for members of the Federal Police, Highway Police, Railway Police, Penal Police, Civil Police, and Military Police. Firefighters, municipal guards, port guards, traffic agents, and Legislative Police will also be included.
The measure approved in the committee expands the scope of the original project by establishing protection for different careers in public safety and social defense. The funding for the benefit will be made with resources from the FNSP, following the amendment provided for in Law 13.756/18.

Expansion of coverage for inactive individuals
The approved text incorporated an amendment from the rapporteur, Deputy Delegate Paulo Bilynskyj (PL-SP), to the project presented by Deputy Roberto Duarte (Republicans-AC). The change extends Life Insurance coverage to professionals in paid reserve and retirees.
In defending the amendment, the rapporteur stated that the risk of the activity does not end with the transition to inactivity. In his assessment, it is a continued risk, which imposes on the State the duty to ensure compatible protection even after the end of operational activity.
Indemnity and next steps of the project
The proposal sets indemnity at 18 times the amount of the professional’s gross monthly remuneration on the date of the event in cases of death or total permanent disability. In situations of partial permanent disability, the payment will be proportional to the degree of incapacity, according to future regulation by the Executive Power.
To enable the payment of Life Insurance, the project includes this purpose among the permitted uses of the National Public Safety Fund. After approval in the Public Safety Committee, the matter will still be analyzed, in a conclusive manner, by the Finance and Taxation and Constitution, Justice, and Citizenship committees.
If approved in the subsequent stages, the proposal will still need to pass through the Chamber and the Senate to become law. Until then, the text will continue its legislative process before making Life Insurance a legal obligation for the specified categories.
