With Billion-Dollar Investment and Focus on Clean Energy, Project in Ceará Aims to Host the Largest Sustainable Data Center in Latin America and Serve Global Technology Giants.

The state of Ceará was chosen to host a megaproject data center that aims to position Brazil among the main digital infrastructure hubs in Latin America.

Omnia, the data center platform of Pátria Investimentos, announced the construction of the Pecém Data Center, a venture that will use 100% renewable energy and have an initial capacity of 200 MW of IT.

Construction is expected to begin in 2025, with operations scheduled to start in the second half of 2027.

The investment is part of a plan estimated at R$ 50 billion, with TikTok identified by market sources as a potential exclusive client, although neither the company nor Pátria has officially confirmed the information.

Data Center in Pecém Focused on Clean Energy and Artificial Intelligence

The project will be installed in the Pecém Complex, about 40 kilometers from Fortaleza, and will feature direct connection to international submarine cables that reach the Ceará coast.

The infrastructure has been designed to serve large global technology companies, particularly in cloud and artificial intelligence services.

According to Omnia, the entire operation will use energy from new wind farms built specifically for the project by Casa dos Ventos.

The company claims that this model will help reduce operational costs and ensure predictability of supply within the sustainability standards required by the technology market.

Investment Structure and Timeline

Omnia’s direct investment in the first phase of the project will be up to US$ 2 billion, which covers the construction of the campus, electrical systems, technical buildings, and cooling equipment.

The total investment over the complete cycle, including IT equipment, is expected to reach R$ 50 billion.

According to the company, the project has already received authorization from the National Export Processing Zones Council (CZPE) to operate as a service-exporting data center, allowing for international contracts under a differentiated tax regime.

The expectation is for construction to begin still in 2025, following the completion of the environmental licensing phase, and for commercial operations to start in 2027.

Sustainability and Operational Efficiency

Omnia stated that the Pecém Data Center will be built with a closed-loop cooling system, a technology that significantly reduces water consumption.

The company estimates that the daily usage will be equivalent to that of about 70 average households.

The entire operation will be powered by dediсated wind generation energy supplied by Casa dos Ventos, which should ensure net emissions close to zero regarding the energy matrix.

The project also includes energy efficiency indicators compatible with international standards.

Statements from the Involved Companies

The CEO of Omnia and operating partner of Pátria Investimentos, Rodrigo Abreu, stated that the project represents “a commitment to the development of sustainable infrastructure capable of driving economic, technological, and social growth in the country.”

Abreu added that the project has the potential to establish Brazil “as a relevant player in the global digital economy,” especially in areas such as cloud computing and artificial intelligence.

The executive director of Casa dos Ventos, Lucas Araripe, declared that the partnership is “pioneering in the development of megacenters in Brazil” and that the country has favorable conditions for the sector, such as renewable energy matrix, robust connectivity, and skilled workforce.

Ceará Established as a Strategic Point

According to industry experts, Ceará has been standing out as a point of international interconnection due to the presence of submarine cables and port infrastructure.

The Pecém Complex offers available space for expansion and integration with the Export Processing Zone (ZPE), which reduces costs and increases competitiveness.

Sources consulted by international agencies believe that this configuration makes the state a natural hub for high data capacity operations, such as video services, cloud computing, and artificial intelligence.

Job Creation and Regional Impact

According to Omnia, the project is expected to generate direct and indirect jobs during the construction and operation of the campus.

Investments in professional training, technological research, and social and environmental actions in partnership with local governments and educational institutions are also planned.

The expectation is that the new digital hub will contribute to enhancing regional connectivity and attracting foreign investments, strengthening the state’s economy.

Expansion in Latin America

With the launch of Omnia, Pátria Investimentos returns to the data center sector after the sale of Odata, completed in 2023.

The company reported that it plans to expand the operation of the new digital infrastructure platform to other countries in Latin America, including Chile, Mexico, and Colombia.

According to Pátria, the growing demand for cloud services, generative AI, and edge computing motivates regional expansion, given the increase of companies seeking greater energy efficiency and data security.

Client Still Not Officially Confirmed

Although industry sources indicate TikTok as the likely sole client in the initial phase of the project, the companies involved do not confirm the information due to confidentiality clauses.

Consulted experts state that bespoke hyperscale projects, like the one in Pecém, typically follow the model where the operator builds the infrastructure and the client installs their own equipment, which explains the difference between the total estimated value and the initially announced investment.

Potential Impact on the Brazilian Digital Ecosystem

According to technology analysts, the installation of the Pecém Data Center can increase data storage and processing capacity in Brazil, reducing dependence on foreign infrastructures.

The presence of a project of this scale can also stimulate new interconnection routes and attract international providers, reinforcing the resilience of the network and the digital competitiveness of the country.

For the technology sector, the venture could represent a strategic advancement in the region’s AI and cloud computing infrastructure.

Ceará could become a reference for future high-density computational investments.
