The City Hall of Volta Redonda has completed a new solar power plant in the Nova Primavera neighborhood, expanding the municipal economy, reducing public spending, and strengthening the generation of clean energy.
According to the City Hall of Volta Redonda in a publication this Wednesday (14), the assembly of its new power plant for solar energy has been completed, installed in the Nova Primavera neighborhood. The public project has already passed the main technical stages and is awaiting only the final inspection by the Light utility to commence operation. Once operational, the plant is expected to generate an estimated annual savings of nearly US$ 1 million, reducing electricity expenses and enhancing the efficiency of municipal management.
Volta Redonda Advances with New Solar Power Plant in Nova Primavera
The photovoltaic plant is the second major project in the municipality of this model, reinforcing Volta Redonda’s strategy to invest in renewable sources as a tool for financial and environmental sustainability. The self-generation of solar energy will allow for direct deductions on the electricity bills of public units, especially the Autonomous Water and Sewage Service (Saae-VR), through a system integrated into the utility’s network.
The new power plant had its assembly completed after the installation of 5,744 solar modules, each with a capacity of 575 Watts-peak (Wp). The panels were distributed in four blocks, forming a robust system designed to meet the energy demand projected by the municipality. The first operational test was conducted in the last week of 2025, confirming the proper functioning of the equipment.

According to engineer Sebastião Leite, the technical responsible for the project at the City Hall of Volta Redonda, the plant has already undergone cold commissioning, a fundamental stage to validate the physical and electrical installation of all components. According to the engineer, this procedure ensures that each subsystem is correctly installed before energization.
Solar Energy and Direct Savings for Public Coffers
The adoption of solar energy as a strategic source in Volta Redonda is directly linked to the pursuit of savings and budget predictability. The plant will operate in the on-grid model, connected to the Light network, allowing all generated energy to be converted into credits.
These credits will be used to offset the consumption of units of Saae-VR, significantly reducing the amount of monthly bills. The technical expectation is for an average generation of 356,4 thousand kilowatt-hours per month, which represents an approximate discount of US$ 80 thousand monthly.
Over the course of a year, the savings can reach almost US$ 1 million, an amount that could be directed towards investments in other priority areas of public administration.
Investment in the New Power Plant and Estimated Financial Return
The total investment by the City Hall of Volta Redonda in the new solar power plant is US$ 2.4 million. As part of the agreement, the Light utility was responsible for the construction of the connection network to the distribution system, with an estimated cost of US$ 185 thousand.
According to the technical studies of the project, the return on investment is expected to be realized about three years after becoming operational, considering the savings generated annually from energy compensation. The system’s useful life is another factor that reinforces the project’s viability.
The expectation is for at least 15 years of operation at maximum efficiency, followed by another five to ten years operating at efficiency levels between 80% and 85%. It is a medium-term investment with lasting benefits for the municipality, evaluate the technicians.
Strategic Location Enhances Solar Energy Efficiency in Volta Redonda
The choice of location for the deployment of the new power plant was based on technical criteria of energy efficiency. The land is located on a hill in the Fazenda Três Poços region, with access via the Volta Redonda Quarry, and has a northward orientation. This position favors the capture of solar energy throughout the year, making better use of the incidence of sunlight.
Additionally, the installed modules are of the bifacial type, capable of generating electricity from both the upper face and the reflection captured on the lower part of the panels. This technology increases the system’s yield and enhances energy generation, especially in areas with good natural lighting.
New Power Plant Has Capacity Equivalent to the Consumption of Thousands of Residences
Although the energy generated is destined for public consumption, the technical data helps to dimension the relevance of the project. According to the responsible team, the new solar power plant has the capacity to generate enough electricity to supply more than two thousand medium-sized homes.
This volume demonstrates the impact of the system and reinforces the role of the plant as an important energy asset for Volta Redonda. In addition to the financial savings, the project contributes to the reduction of greenhouse gas emissions by replacing part of the consumption of conventional sources with a clean and renewable source.
Mayor Highlights Savings and Sustainability of the New Power Plant
Mayor Antonio Francisco Neto emphasized that the new power plant represents a significant advance for Volta Redonda, bringing together economic, environmental, and administrative gains.
According to him, there is already a successful experience with the Roma plant, and now another important step will be taken. In addition to generating clean energy, this unit will provide savings of nearly US$ 1 million per year.
According to the mayor, the resources saved from solar energy can be reinvested in improvements for the population, expanding the reach of municipal public policies.
Previous Experience Strengthened Decision for New Power Plant in Volta Redonda
The implementation of the Nova Primavera plant was driven by the positive experience of the first photovoltaic unit in the municipality, inaugurated in June 2024, in the Roma neighborhood. The Photovoltaic Plant Miguel Archanjo da Rosa provides solar energy for 19 municipal schools as part of the Sustainable School project.
The initiative was carried out in partnership with Light, through the Energy Efficiency Program (PEE), regulated by the National Electric Energy Agency (Aneel). The unit has 832 photovoltaic panels and has demonstrated, in practice, the technical and financial viability of the model.
Solar Energy as a Strategic Axis for the Municipality’s Future
With the completion of the new power plant, Volta Redonda consolidates its long-term strategy based on solar energy, energy efficiency, and public resource savings. The municipality now has two large photovoltaic plants, enhancing its energy autonomy and reducing operational costs.
