INSS Releases Agibank After Block and Resumes Payment of New Pensions and Benefits
With the block lifted, INSS allows Agibank to resume payments for new pensions, benefits, and aids, following suspicions of irregularities, the signing of a commitment term, and operational adjustments required by the pension agency.
The contract between INSS and Agibank had been halted in August, affecting only new benefits amid reports of serious misconduct in operations linked to the pension public. Now, with the authorized resumption, INSS signals that the bank committed to reviewing procedures while keeping an eye on the rules of service, loans, and portability for beneficiaries.
Block in August and Resumption of Contract with INSS
INSS confirmed the resumption of the contract with Banco Agibank S.A., once again allowing the payment of new pensions, benefits, and other benefits linked to the pension payroll.

In the announcement regarding the resumption of the partnership, the bank emphasized that the payroll loan operation for INSS beneficiaries has always been conducted within normal parameters and associated the commitment term with a phase of process improvement.
On the agency’s side, maintaining the contract comes with the expectation that the updated rules will be strictly followed, reducing the potential for conflicts with retirees and pensioners.
Suspicions About the App and Calls to 135
Some of the complaints sent to INSS pertained to the use of the bank’s app.
One suspicion was that the app could intercept and redirect calls destined for 135, the official INSS channel for benefit requests, complaint registrations, and inquiries about discounts.
The bank denied this practice and stated that a call made to 135 is not diverted to the app but directed to the official channel of Meu INSS, when the user accesses digital services themselves.
Nonetheless, the agency’s concern about any interference with official service channels was one of the elements considered in the initial block and in demanding conduct adjustments.
Portability of Benefits and Retention of Values Under Review
Another area of concern involved the portability of benefits when the retiree decides to switch the bank where they receive their pension or benefit.
Reports of unjustified refusals by Agibank to authorize this portability, along with accusations of undue retention of funds, reached INSS.
In these cases, the bank also denied any irregularities.
Even so, the fallout from these cases led INSS to enhance its scrutiny regarding how financial institutions handle portability requests and benefit transactions.
Portability is a right of the insured, and any unsubstantiated resistance is now monitored more rigorously by the agency and regulatory bodies.
Call for Beneficiaries to Bank Branches
INSS also investigated a practice where beneficiaries were summoned to visit bank branches under the pretext of addressing unauthorized discounts from associations and receiving refunds.
The agency’s concern was to prevent this type of contact from generating commercial pressure, misinformation, or confusion with official channels.
At the time, Agibank admitted to sending a push notification but claimed that the goal was merely to inform about service channels for clarifications and that the action reached less than 1% of the customer base.
According to the bank, communication was suspended after formal guidance from INSS, which has become part of the set of adjustments evaluated for the resumption of the contract.
INSS Agreement for Refund of Undue Discounts
Alongside the discussion concerning Agibank, INSS continues to pursue a broad agreement for the refund of undue discounts from benefits.
Over 1 million insured individuals who contested charges on their pension or benefit can still join the reimbursement plan, with direct payment to the account where the benefit is deposited, without the need for legal action.
By joining the agreement, the retiree waives the right to continue discussing moral damages against INSS in court, as per the reimbursement plan approved by the Supreme Court.
Individual or collective lawsuits addressing the same issue are dismissed if the insured opts for the reimbursement agreement.
The decision, therefore, requires careful consideration of the immediate financial impact and the likelihood of success in any potential legal action.
How Insured Individuals Can Check and Join Through Meu INSS
To join the agreement or check the situation of discounts, the main route is Meu INSS, via website or app.
The insured accesses the system with CPF and password, checks their requests, and when finding the option related to the agreement, needs to read the notice and confirm if they wish to receive the amounts back through administrative means.
In cases of discounts from entities, it is possible to declare whether the debts were authorized or not and record the statement directly in Meu INSS, providing contact details and confirming the declarations made.
For those having difficulty with digital means, there is the option to seek in-person assistance at post offices, which provide support for inquiries and requests for refunds of questioned discounts.
What Changes With Agibank’s Return to the INSS Payment Circuit
With the lift of the block, Agibank resumes operations in the circuit of new payments linked to INSS, including pensions, benefits, and aids.
In practice, this expands the array of available banks for receiving benefits and for payroll loan operations, within the limits of current regulations.
From an institutional perspective, the resumption reinforces INSS’s approach of combining temporary sanctions, demanding adjustments, and subsequent monitoring, rather than simply terminating contracts definitively.
For the insured, the central point remains to closely monitor statements, discounts, and communications received, using Meu INSS and official channels whenever something irregular is identified.
The decision also reestablishes the shared responsibility between the pension agency and financial institutions in protecting the beneficiary, especially on issues such as loans, portability, and refunds of amounts.

Tem alguma coisa errada aí, porque não foi meia dúzia de aposentados que tiveram problema com esse banco ,foram milhares de aposentados do Brasil inteiro e as reclamações chegaram em todos os canais do INSS,Banco Central, PROCON e no Reclame Aqui , simplesmente esse banco enganavam os aposentados e levava o benefício deles sem autorização para o Agibank, não tinha Cristo que conseguia tirar o benefício deste banco,eles mentiam ,ignoravam o pedido de portabilidade do aposentado! Só eu sei o que passei com este banco descontando todos os meses do meu benefício valores que não contratei.
Péssima decisão, pois recebo meu benefício neste banco, e pelo contrário, isto prova simplesmente que o INSS, compactua com as falcatruas do Agibank para com os beneficiários
Não sabemos nem mais em quem confiar, só que o governo da livre acesso para que fraudes aconteçam neste país descaso total com os brasileiros, que recebem seus benefícios neste banco, se é que pode chamar de banco, agiotagem legalizada
Ainda fica muita dúvida os aposentados vem sendo roubados a década.e a maioria dos **** estão soltos e quando descobre e devolve o dinheiro roubados só de 5 anos pra frente. o resto fica no bolso dos ****,se o próprio presidente do INSS é **** também como vamos ter segurança, nós aposentados ficamos ávida toda fazendo contribuição para o INSS e na hora de receber o reajuste quem recebe a mais são os que não contribuiu com **** nem uma,este governo **** que inventou isso, meu maior arrependimento.mais na próxima eleição vou ser Cabo eleitoral contra.
