Assistance Benefit Guarantees A Minimum Monthly Wage For Elders And People With Disabilities In Vulnerable Situations, Even Without Contributions To The INSS, Provided They Meet Income Criteria And Register In The Unique Registry.

Elders Aged 65 And Older And Persons With Disabilities Can Receive A Minimum Wage (R$ 1,518) Per Month Through The Continuous Provision Benefit, The BPC, Even If They Have Not Contributed To Social Security.

The Payment Is Guaranteed By The Organic Law Of Social Assistance (Loas) And Requires A Family Income Per Person Of Up To One Quarter Of The Minimum Wage And Prior Registration In The Unique Registry (CadÚnico).

The Application Is Made To INSS, With A Social Evaluation And, In The Case Of Disability, A Medical Examination.

Who Is Eligible For The BPC

The BPC Is A Monthly Transfer Of A Minimum Wage Intended For Elders Aged 65 Or Older And People With Disabilities Of Any Age In Low-Income Situations.

The Benefit Is Individual, Is Not Retirement And Does Not Grant A 13th Salary, But Integrates The Social Protection Of The Unified Social Assistance System.

To Access It, There Is No Need To Have A Contribution History To The INSS.

Income Criteria

The Rule Considers Eligible The Family Whose Monthly Income Per Person Is Equal To Or Less Than ¼ Of The Minimum Wage.

This Calculation Adds The Gross Income Of Family Members For The BPC And Divides It By The Number Of Members.

The INSS Allows Health Expenses Of The Elderly Or The Person With Disability That Are Not Offered Free Of Charge By The SUS To Be Deducted, Upon Verification.

In Addition, The BPC Already Received By Another Family Member Does Not Count, And Social Security Benefits Of Up To One Minimum Wage Received By Individuals Aged 65 Or By Persons With Disabilities Are Also Excluded From The Calculation.

Disability: Long-Term Impairment

For The Grant To Persons With Disabilities, The Law Requires Long-Term Impairments Of A Physical, Mental, Intellectual, Or Sensory Nature That Hinder The Full And Effective Participation In Society.

The Process Involves Social Evaluation And Medical Examination At The INSS To Verify Barriers And Functionality In Daily Life, As Well As Socioeconomic Status.

Registration In The CadÚnico

Being Registered In The CadÚnico Is An Essential Requirement To Request The BPC.

Families With An Income Of Up To Half A Minimum Wage Per Person Must Register.

Those Who Have An Income Above This Amount Can Also Be Registered For Specific Programs That Use The CadÚnico As An Entry Point.

Assistance Is Provided By Municipalities, At CRAS Offices Or In CadÚnico Units.

The Registration Requires The Presence Of A Family Responsible And The Submission Of Identification Documents For Them And The Other Residents.

The Registration Must Be Updated Every Two Years Or Whenever There Is A Change In Family Composition, Income, Or Address.

Where To Register And Request Information

The First Contact Can Be Made At The CRAS In The City, Which Guides Individuals On The CadÚnico And The Subsequent Steps.

In Parallel, The Request For The BPC Is Made Through The Official INSS Channels: Phone 135, Website, And Meu INSS App, As Well As Service Agencies.

It Is Necessary To Provide The CPF Of The Applicant And The Family Members.

Today, The INSS Also Requires Biometric Registration In Civil Registries Such As CIN, Voter Registration, Or Driver’s License.

How To Apply For The Benefit

After Registration In The CadÚnico, The BPC Application Must Be Initiated On Meu INSS (Website Or App), Via 135, Or In Person.

The Citizen Schedules A Social Evaluation And, If Applicable, A Medical Examination.

The Agency Monitors The Process Through The Registered Contacts And May Request Proofs Of Income, Health Expenses, Or Additional Information.

The INSS Conducts Periodic Reevaluations To Verify Continued Compliance With The Criteria, Usually Every Two Years.

If Conditions Change, The Benefit May Be Suspended Or Terminated, With The Possibility Of An Administrative Appeal.

Cumulative With Other Benefits

As A Rule, No.

The BPC Cannot Be Accumulated With Pensions, Retirement Benefits, And Other Benefits From Social Security Or Specific Schemes.

There Are Exceptions Provided For By Regulation: It Is Possible To Receive It Alongside Medical Assistance, With Special Compensation Pensions And With Income Transfers.

For Persons With Disabilities, The Apprenticeship Contract Remuneration Can Be Accumulated For Up To Two Years, Without Losing The Benefit During This Period.

If The Person With Disability Begins Working And Meets The Requirements, They Can Apply For The Inclusion Aid, Which Replaces The BPC And Corresponds To 50% Of The Benefit Amount.

If The Link Ends, It Is Possible To Reestablish The BPC Through A New Application.

Value Of The BPC In 2025

The BPC Always Pays A Minimum Wage.

In 2025, The National Minimum Wage Was Set At R$ 1,518, According To The Budget Law Sanctioned In April.

This Amount Applies From January 1, 2025 And Is Reflected In Payments Throughout The Year.

As A Public Policy, The Minimum Wage Can Be Reviewed Annually.

How To Confirm The Right

The Verification Begins With The Per Capita Income Of The Family.

If The Result Is Up To ¼ Of The Minimum Wage And The Applicant Is 65 Years Or Older Or Has A Long-Term Impairment With Barriers That Limit Autonomy, It Is Likely That The BPC Is Due, Provided All Other Legal Criteria Are Verified.

Having An Active And Updated CadÚnico And Presenting The Documentation Requested By The INSS Speeds Up The Process.

In Case Of Doubt, Contact The CRAS Or Call 135.

Thinking About Your Reality, Which Of These Steps Have You Already Completed: Are You In The CadÚnico, Checked Your Per Capita Income, Or Started The Request On Meu INSS?
