Seventeen Years Ago, the TAM Accident in Congonhas Marked the Largest Air Tragedy in Brazil, with 199 Victims. Factors such as Runway Failures and Operational Errors Contributed. The Fight for Justice Persists, as Do Tributes to the Victims.
On July 17, 2007, Brazil faced one of its greatest tragedies: the accident involving TAM’s Airbus A-320 at Congonhas airport in São Paulo.
At 6:48 PM, the plane failed to stop on the wet runway and, without grooving, crossed the runway and collided with a TAM cargo building on Washington Luiz Avenue. The devastating impact claimed the lives of 199 people, including 12 on the ground.
The final report pointed out various factors contributing to the accident. TAM had two captains on the flight instead of a captain and a co-pilot, according to information from the Center for Investigation and Prevention of Aeronautical Accidents (Cenipa).

Additionally, the newly created National Civil Aviation Agency (ANAC) was slow to implement stricter rules for operations at Congonhas. The manufacturer Airbus was also criticized, as the aircraft did not alert the pilots about an error in the throttle position.
Justice and Remembrance of the Victims
To this day, no one has been deemed guilty by the justice system. The only ongoing legal discussion concerns the update of the amounts to be paid by the mandatory aviation insurance. At the accident site, a memorial honors the victims, featuring a mulberry tree that survived the impact in the center.
Roberto Corrêa Gomes, a journalist who lost his brother Mário Gomes in the accident, reports that the pain of the victims’ families and friends is still present. “We are 17 years older and many young people, who were children at the time, lost their parents. They will be there to honor them,” he told TV Brasil. Every year, families gather in São Paulo and Porto Alegre to remember their loved ones.
Recent Updates
Since May 2024, new debates have emerged regarding safety in Congonhas operations. Experts criticize the sluggishness in implementing improvements in airport infrastructure, which could prevent future accidents. According to Cenipa, studies on the increase in the number of flights and airport capacity are ongoing, seeking solutions to ensure passenger safety.
