The agency reported that the reduction is necessary to ensure the continuity of diesel oil supply in the country during this period. It also noted that the biodiesel deliveries scheduled for the period of this determination might not be sufficient to meet the 12% blend for diesel B, which has been heavily consumed in Brazil, even during the coronavirus pandemic.
National Agency for Petroleum Expects to Approve Decommissioning Plans for P-07 and P-15 Before the Auction
The ANP expects to approve the decommissioning programs (PDIs) of the P-07 and P-15 platforms in time for the auction, scheduled for July 9. The P-12, which already had its PDI approved by the agency, will also enter the bidding. According to the ANP, the programs for the other two Petrobras units are still under review.
According to the agency, despite the prospect of approval of the plans, it is possible to hold the auction even before the PDI is approved. For some analysts, the new regulation regarding platform decommissioning did not clarify this aspect. “The auction can be held before the PDI approval. What cannot happen is the removal of the platform before the PDI is approved (by the ANP, Ibama, and the Navy),” clarified the agency.
