National Electric Energy Agency, Aneel, Determines Increase Exceeding R$ 25 Million to Cover Hydric Scarcity Expenses

On Tuesday, March 29, the board of the National Electric Energy Agency (Aneel) approved a change in the loan ceiling amount to the electric sector to cover costs of the severe hydric crisis. An additional R$ 25.3 million will be added to the current amount, increasing it from R$ 5.339 billion to R$ 5.365 billion. The resulting amounts from the adjustment will be paid by consumers over the coming years, taking interest into account.

According to Marlla Sabino’s text for the online news outlet Broadcast, the approval of the credit operation took place in March, by the National Electric Energy Agency (Aneel) itself. Considering that the tariff flags could not raise enough funds, the new amount determined by Aneel will also cover, in addition to the deficit of the Tariff Flags account, the expenses incurred with the import of energy during the months of July and August, the bonus for consumers who saved energy and amounts owed to the distribution companies.

Objectives of the Change

The adjustment approved by the National Electric Energy Agency (Aneel) – which had already authorized loans for the electric sector – was made to encompass the portion corresponding to the amounts owed to companies whose electric distribution services are permitted, also known as “permissionaires.” These companies do not obtain a concession contract, as occurs with distributors. Thus, following the change in the amount as determined by Aneel, they will have a period of up to five days, counted from the announcement of the decision, to announce the amounts they wish to request as a loan.

Director Efrain da Cruz, the process’s rapporteur, stated that the inclusion of the amounts corresponding to the approvals of these companies is guaranteed by the Provisional Measure that regulates the loan. “The amount to be added represents 0.47% of the approved ceiling amount for the first tranche of the credit operation, which rises from R$ 5,339,761,530.51 to R$ 5,365,062,152.96,” said the rapporteur.
