ANP Analyzes Proposal for Dispute Between Comgás and Arsesp Over Subida da Serra Gas Pipeline

Scheduled for This Thursday, the Final Proposal to End the Dispute in the Natural Gas Market Over the Subida da Serra Pipeline, Owned by Comgás in São Paulo, Should Be Defined in a Meeting of the National Agency of Petroleum, Natural Gas and Biofuels (ANP).

The pipeline, part of the Metropolitan Reinforcement project, was classified as a distribution asset and included by the São Paulo agency Arsesp in Comgás’s concession in 2020. At the time, there were several protests regarding the decision, especially from gas transporters and consumers.

Additionally, in 2021, the ANP determined that the Subida da Serra should be a transportation pipeline, subject to federal regulation and possibly removed from the distributor’s base. However, ATGás, the company representing transporters, attempted to halt the works with the ANP through legal action, but without success.

Meanwhile, the agreement regarding the classification of the Subida da Serra was established by the ANP director, Fernando Moura, who began negotiations with Arsesp shortly after arriving at the agency in April 2022. Thus, the ANP board can approve the public consultation for the draft agreement and the note that supports the proposal.

However, it is important to highlight that the pipeline is restricted to the limits of the state of São Paulo, as Arsesp argues that the gas moved will remain limited to serving Comgás customers, thereby neglecting a transportation system. 

For the Associated Gas Transporter (TAG), classifying the Subida da Serra as a distribution project allows for new bypass cases in the transportation pipeline network. Consequently, this could drastically disrupt the system, according to the company.

TAG informed the ANP that transportation tariffs for users of the transportation pipelines could rise by 39% in 2026 if new cases of disconnection of important customers occur. Additionally, it also highlighted the gas-to-wire thermoelectric plants, which are isolated from the transportation network.

Natural Gas Production Increased by 2.8% in 2022, Says ANP

Last Tuesday, the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) reported that Brazil’s total oil production was 3.095 million barrels per day in November 2022. This number represents a significant increase compared to the same period in 2021.

According to the report, 140.39 million cubic meters of natural gas were produced per day (m³/d) in November 2022. During this period, the ANP stated that the total of oil and natural gas was 3.978 million barrels of oil equivalent per day (boe/d).

In light of these results, it was noted that oil production in Brazil recorded a decrease of 4.6% compared to the previous month. However, there was a substantial increase compared to the same period in 2021, marking an 8.5% rise in the sector.

Finally, according to ANP’s data, natural gas production fell by 5.6% compared to October, but increased by 2.8% compared to November 2021, marking growth beyond expectations for the segment.
