In An Unprecedented Action In The Heart Of The Pantanal, Fishermen And Rural Workers Achieve Retirement And Access To Social Security Services Without Having To Travel Hundreds Of Kilometers, Thanks To The Partnership Between INSS, Itinerant Justice, And The Brazilian Navy
On the border between Mato Grosso do Sul and Bolivia, a historical milestone brought hope and citizenship to riverine communities. The National Institute of Social Security (INSS) held in-person services in the region of Barra de São Lourenço, ensuring long-awaited rights for residents who rely exclusively on the rivers.
Among the beneficiaries is the fisherman and pilot José de Oliveira Amorim, 60, who has been navigating boats since his youth. After decades of hard work in the pantanal waters, he finally managed to achieve his retirement as an artisanal fisherman, without having to travel long distances to Corumbá. “Last year I went to the INSS agency in Corumbá, but now I was able to be assisted here, close to home,” he reported emotionally.
This achievement was made possible thanks to the Itinerant Justice project, a result of the partnership between INSS and the Federal Justice, which aims to bring citizenship and social inclusion to remote areas.

Expansion To New Riverine Communities
In addition to Barra de São Lourenço, other communities in the Pantanal have also welcomed INSS officials. The municipality of Paraguai Mirim was previously served, and this week — on the 18th and 19th — it is the turn of the community of Jatobazinho to be served by the expedition.
During these itinerant actions, fishermen and rural workers have the opportunity to apply for social security benefits, such as rural retirement, as well as access other essential services offered by the Institute.

Collaboration Ensures Citizenship And Social Inclusion
The project is the result of a collaboration between INSS, The Itinerant Special Justice Of TRF3, and various public institutions. With logistical support from the Brazilian Navy, which provided two ships — one for transporting officials and another equipped for medical and dental care — the action became possible even in hard-to-reach areas.
According to information released by the Government of Mato Grosso do Sul (Secom/MS), the expedition aims to bring citizenship to the heart of the Pantanal, ensuring that Brazilians further away from urban centers also have access to basic rights. The initiative underscores the importance of public policies aimed at social inclusion and respect for traditional communities in the region.
