Proposal Under Discussion in Congress Aims to Ensure Stable Income, Reduce Vulnerabilities, and Expand Social Protection for Single-Parent Families Led by Women

The debate on the creation of a permanent aid of R$ 1,200 monthly for women heading single-parent families gained momentum in Brazil starting in 2020, amid a scenario marked by declining income, increasing unemployment, and expanding social inequalities. The proposal began to be discussed as a mechanism for continuous social protection, aimed at reducing economic risks faced by women who solely support their households and predominantly work in the informal sector.

The issue is formalized in the Bill No. 2099/20, currently under review in the Chamber of Deputies, and is part of broader discussions on human rights, poverty reduction, and promoting gender equality, according to information from the federal legislature itself.

The Proposal for Permanent Aid and the Concept of Single-Parent Family

The text of the bill defines the aid as a monthly financial benefit aimed at women with a minimum age of 18 years, exclusively responsible for maintaining the family, and with at least one dependent under 18 years. The concept of single-parent family led by a woman refers to family arrangements without the presence of a residing spouse or partner, in which the woman fully assumes the provision of income and care for the dependents.

The measure’s central axis is to ensure a stable flow of resources, reducing these families’ exposure to economic insecurity and poverty risk, especially in contexts of informal work and unstable income.

Income Criteria and Conditions for Accessing the Benefit

Next, the bill establishes clear criteria to target the audience.
The main criterion involves the family income situation, according to the legal text.
Additionally, personal and family characteristics are also considered.

Specifically, the PL 2099/20 establishes the following conditions:

  • Family per capita income of up to half the minimum wage;
  • Total family income of up to three minimum wages;
  • No formal employment, without a signed work card;
  • No active social security or assistance benefits;
  • Exclusive responsibility for a dependent under 18 years.

Thus, families with income above three minimum wages are excluded from the program.
On the other hand, those who meet all the requirements maintain access to the full amount of R$ 1,200.
In this way, the benefit is directed to those who demonstrate greater social vulnerability.

Payment Method and Access to Resources

Regarding operationalization, the bill stipulates payment through federal public banks.
In this model, a digital social savings account would be created automatically, without fees.
Thus, the monthly amount would be credited directly to the beneficiary’s account.

Furthermore, the text provides for one free electronic transfer per month.
This transfer could occur to another banking institution, including private ones.
With this, financial autonomy is enhanced, and access bureaucracy is reduced.

Processing of the Bill and Analysis in Congress Committees

Currently, the Bill 2099/20 follows the regular legislative process.
In this process, the text goes through committees like Women’s Rights and Social Security.
Additionally, it is also analyzed by Finance and Taxation and Constitution and Justice.

At each stage, the social merit, budget impact, and legality are assessed.
According to the Chamber of Deputies, the bill has been under discussion since 2020.
Thus, the proposal remains involved in structural discussions about income policies.

Social Protection in a Scenario of Persistent Vulnerability

Finally, the discussion of the aid highlights challenges faced by women headed families.
Among them, barriers in the labor market and care overload are prominent.
These factors are acknowledged in public policies discussed since 2020.

Thus, the project seeks to provide income predictability, even as the fiscal debate remains open.
Therefore, the proposal continues to be analyzed while the country discusses alternatives for social protection.

Era prace era para os pais que fica com os filhos no meu caso morro de fazer bico para da algo melhor para minha filha só tem 6 anos minha filha passa mais tempo comigo que com a mãe dela e ainda pago 250 de pensão e nunca eu recebi auxílio na minha deixa eu capina terreiro dos outros não não a cívil mi levar

Misericórdia esse desgoverno se supera, cada vez cria mais demência. Cria emprego isso sim, transforma bolsa familia em um salario minimo de todos deveram trabalhar 8h por dia, capinando e varrendo as ruas, limpando parques, escolas, hospitais e etc. Resultado, vão procurar um emprego melhor
