Basic Food Basket in 2025: Check Out the Updated Ranking of Capitals With Highest Costs

July Ranking of the Basic Food Basket Shows Rio de Janeiro and São Paulo as the Most Expensive Capitals, While Belo Horizonte Remains at the Bottom of the List with the Lowest Cost.

The Neogrid & FGV IBRE Consumption Basket indicated that the price of the basic food basket fell in seven of the eight capitals analyzed in July. The average reduction was 1.75%, with the value dropping to R$ 969.40. This is the lowest level since 2025. For the semester, the decline reached 5.2%.

Highlighted Capitals

Rio de Janeiro remains the capital with the highest cost, even after a decrease. The average price was R$ 958.90, after a reduction of 1.08% in July and 5.97% in the semester.

In São Paulo, the basket dropped 1.70% in the month and has an accumulated decrease of 4.56% since January. Curitiba experienced the most significant monthly drop of 2.30%, although the accumulated decrease is 2.34%.

Belo Horizonte fell 2.24% in July, but the price is still above the beginning of the year, with an increase of 3.04% in the semester. In Brasília, the reduction was 2.45% in July, but the capital recorded growth of 2.97% over six months. Fortaleza decreased by 1.57% in the month, but still has a positive variation of 2.09%.

Salvador Against the Trend

Salvador was the only capital to record an increase. The rise was 0.56% in July, and it has accumulated 5.55% in 2025, indicating local inflationary pressure.

Among the products, vegetables in Curitiba skyrocketed 23.71% in July and 32.76% in the semester. In São Paulo, beef prices rose 12.63% in the month and 8.29% in the semester, driven by record sector exports. In Fortaleza, pork prices increased by 6.57% in July and 6.86% over six months.

Expanded Basket and Ranking

In the expanded basket, which includes food, hygiene, and cleaning products, only Salvador and Belo Horizonte saw increases in July. In Salvador, the increase was 0.82%, with the price going from R$ 1,929.57 to R$ 1,945.37. In Belo Horizonte, the rise was 0.29%, increasing from R$ 1,774.00 to R$ 1,779.06.

Thus, Rio de Janeiro and São Paulo continue to top the list, while Belo Horizonte has the lowest cost among the researched capitals.
