BNDES Approved Funding of R$ 5.05 Billion to Duplicate 444 km of the Main Route of Brazilian Agribusiness,
The BNDES announced the approval of funding in the amount of R$ 5.05 billion for the New West Route. The concessionaire is responsible for managing 851 kilometers of BR-163, covering the stretch between Itiquira and Sinop, in the state of Mato Grosso.
This funding is the second largest transfer made by the bank to a highway concessionaire in 2024, trailing only the agreement made with CCR, which took over the operation of Via Dutra and Rio-Santos.

Under the financial model adopted, the New West Route will issue debentures to raise the necessary funds from BNDES. The public financial institution will gradually underwrite the securities, totaling R$ 4.575 billion, according to the progress of the works, which will extend until 2029. In exchange, the bank will be compensated with interest and amortization of the securities.
In addition, the concessionaire also signed a direct financing agreement through the Finem program, in the amount of R$ 475 million.
This program is aimed at large-scale projects and will be used to complement investments in the duplication of 444 km of BR-163.
The stretch is one of the most important for Brazilian agribusiness, connecting the logistics corridor to the Port of Santos (SP) and the northern region of the country, via the Tapajós waterway, in Pará.
BNDES – Impacts and Benefits of the Works
BR-163 plays a strategic role in the flow of 20% of Brazil’s agricultural production. In 2023, 40 million tons of grains passed through this corridor, generating US$ 33 billion in exports. The planned works will have a direct impact on 19 municipalities and will benefit two-thirds of the population of Mato Grosso.
It is estimated that the project can generate 3,400 direct and indirect jobs. When completed, the duplication of the highway is expected to reduce the number of accidents by 35% and travel time between Cuiabá and Sinop by 20%.
According to the president of BNDES, Aloizio Mercadante, the funding reinforces the government’s commitment to economic growth and agribusiness. “BNDES support is essential to enable such an important project as this, which benefits not only Mato Grosso but the entire national economy“, he stated.
In a statement, the New West Route emphasized that the funding guarantees the sustainability of the concession contract and adherence to the work schedule. The company also highlighted that the structural improvements to the highway will contribute to the competitiveness of Brazilian agribusiness.
Renegotiation of the Contract
The concession contract for the New West Route underwent significant adjustments in recent years, following financial difficulties that led to unmet targets.
In May 2023, an Adjustment Term (TAC) was signed between the concessionaire and ANTT (National Land Transportation Agency), allowing for the renegotiation of the contract.
One of the main points of the agreement was the transfer of control of the New West Route, which moved from Odebrecht Transport to MT Participações e Projetos (MT PAR), a mixed-economy company linked to the government of Mato Grosso. As a result, the works were quickly resumed, in just two months.
Mercadante highlighted that the adopted model was a pioneering consensual solution in the sector. “The agreement not only enables the works but also sets precedents for resolving other concessions with similar difficulties“, stated the president of BNDES.
Progress of the Works
Currently, the stretch under concession has five work fronts for duplication. A new delivery is scheduled for this Friday (20), with the inauguration of 100 km of lanes.
In total, the contract covers 850.9 km, between Itiquira and Sinop. The concessionaire also plans to open two new work fronts in the first half of 2025.
In July, BNDES had already approved another major road funding, in the amount of R$ 10.75 billion, for CCR, responsible for Via Dutra and Rio-Santos. This amount will be released over seven years, with a forecast of R$ 15.5 billion in investments.
With this new contribution, the bank reinforces its role as the main financier of infrastructure in the country, enabling essential projects for economic and logistical development. The New West Route continues to be an example of successful restructuring, combining public and private investments to overcome challenges and meet the sector’s demands.

Um jeito mais fácil para a **** dos ratos de Brasília roubar ainda mais transparente, uma duplicação de 444 km , nesse valor???? Olhaaaaa NEGOOOOOO??? Só doído para acreditar que não vai 50% desse valor no bolso dos ratos…..
Acho há um mal entendido. É financiamento.
Desde que os contratos sejam cumpridos e as obras realmente saiam do papel, eu sou a favor do financiamento para melhoria da infraestrutura logística do país.
A iniciativa privada só, não consegue bancar todo o investimento necessário. Assim como o estado só também não consegue. O que é preciso é que haja fiscalização para que o dinheiro seja integralmente empregado no projeto.
Apesar de não acreditar na lisura deste governo atual, eu tenho esperança de que com a força do agro as coisas aconteçam.
