The Partnership Provides for Investments in Forest Restoration in the Recharge Area of the Beberibe Aquifer, with a Public Call to Select Projects in Pernambuco. The Initiative Involves 35 Strategic Municipalities and Will Be Managed by Funbio.

The National Bank for Economic and Social Development (BNDES) and the Heineken Group announced an investment of up to R$ 10 million in forest restoration actions in the recharge area of the Beberibe Aquifer, in Pernambuco.

The initiative covers 35 municipalities identified as strategic for the preservation of one of the main underground water reserves in the Northeast.

According to the design released, the funds will finance projects for the re-composition of native vegetation aimed at protecting water recharge.

The measure is part of the Floresta Viva program, which supports ecological restoration in different biomes of the country.

Public Call of Floresta Viva Will Select Up to Three Projects

According to BNDES, a public call will choose up to three proposals submitted by non-profit institutions with at least two years of operation.

The bank stated that, among other organizations, civil associations, private foundations, and cooperatives can participate.

The deadline indicated in the announcement is until 7 PM on March 6, Brasília time.

The selection, according to the information released, will be conducted within the framework of Floresta Viva.

The management of the process will be under the responsibility of the Brazilian Fund for Biodiversity (Funbio).

According to the bank, the funds were structured from a partnership between BNDES and the Heineken Group.

Beberibe Aquifer and the Supply of Recife and João Pessoa

The Beberibe Aquifer is cited by BNDES as relevant for water security in the Northeast.

According to the National Agency of Waters and Basic Sanitation (ANA), the reserve is primarily responsible for supplying water to the metropolitan regions of Recife (PE) and João Pessoa (PB), serving millions of people.

The announced proposal targets the recharge area, which is the portion of the territory where water infiltrates the soil and helps replenish underground reservoirs.

In this type of intervention, forest restoration is indicated by studies in hydrology and conservation as one of the measures that can favor infiltration, as well as reduce erosion and sedimentation, effects associated with the loss of vegetation cover.

Transition Between Atlantic Forest and Caatinga Concentrates Water Pressure

The announcement addresses a transition area between the Atlantic Forest and the Caatinga, described in the release as subject to increasing pressure on water resources.

The initiative also mentions technical studies by the Heineken Group that would indicate critical levels of water scarcity in the covered territory.

The released material does not detail, however, which indicators were used in these studies nor which specific points presented the greatest criticality.

Even so, the call aims to direct projects to municipalities defined as priority for the protection of the aquifer recharge.

BNDES Associates the Announcement with Water Security and Climate Adaptation

The socio-environmental director of BNDES, Tereza Campello, stated that the announcement reinforces the bank’s work in water security and adaptation to climate change.

“Protecting aquifers is protecting the future of cities and people.

By investing in the restoration of the recharge area of the Beberibe Aquifer, we strengthen the climate resilience of the Northeast and ensure essential ecosystem services for supply,” she said.

Campello also associated the model with economic effects linked to the restoration chain.

“Our strategy innovates by strengthening productive chains of restoration, generating green jobs, professional training, and local income.

We are structuring a restoration economy, able to combine environmental conservation with economic dynamism,” she said.

According to the program’s description, the expectation is that the supported projects will involve activities such as seedling production, planting, maintenance, and monitoring, as well as training and hiring labor.

These components, according to the bank, are part of the effort to consolidate a local chain linked to environmental recovery.

Heineken Mentions Igarassu Hub and Talks About Water Availability

The sustainability manager of the Heineken Group, Breno Aguiar de Paula, stated that the initiative seeks to reconcile environmental preservation and productive strengthening.

He highlighted that Igarassu is home to the company’s main industrial hub in the Northeast and that the unit has received over R$ 1.2 billion in recent investments, according to the company.

“We know that water is an essential and valuable resource.

Restoring forest areas is crucial to ensure water availability in the future.

Native vegetation favors the infiltration of water into the soil, reduces erosion, and decreases river contamination.

In partnership with BNDES and Funbio, we want to contribute to improving water availability in the region while structuring the local restoration chain, generating income and environmental benefits,” said the executive.

The company’s representative describes restoration as part of a water resource management strategy.

In the announcement, the company relates the topic to the need to maintain water availability and reduce impacts associated with environmental degradation.

Floresta Viva Program Expands Announcements and Enters Floresta Viva 2

The Floresta Viva program structures partnerships to support restoration projects with native species and agroforestry systems in different biomes across the country.

According to data released by BNDES, 15 announcements have been launched so far, with participation from 14 donors, resulting in 53 projects supported.

According to the bank, the actions reach 8,649 hectares in the process of restoration and cover 56 conservation units and 13 indigenous lands, distributed across 17 states, in the Federal District and 128 municipalities.

The mobilized amount, according to BNDES, sums approximately R$ 425 million, with the bank’s participation limited to up to 50% of the funds.

In 2025, the program moved to a phase called Floresta Viva 2.

As announced, this phase continued the expansion of forest restoration and incorporated mechanisms for assessing biodiversity credits, as well as intensifying investments in the training of workers related to the so-called green jobs.

In the case of the Beberibe Aquifer, the initiative aims to select projects that act directly in the recharge area, in a territory identified as sensitive from a water perspective.
