Offshore Wind Energy Should Reach 34 GW in Latin America Driven by Hydrogen.
The Ministry of Mines and Energy (MME) published last week the Interministerial Ordinance MME/MMA No. 03/2022 and Ordinance No. 52/GM/MME, which respectively define the guidelines for the development of a Single Management Portal for the Use of Offshore Areas and the regulations and complementary guidelines for the concession of use of areas off the coast for the generation of offshore wind energy. The investments from the government of Jair Bolsonaro in this segment are due to the enormous potential for this type of generation in Brazil.

According to the current president of the country, Jair Bolsonaro, Brazil is the world leader in the generation and export of clean energy, driven by the wind farms installed along the coast of the country.
“The generation capacity of offshore wind energy is equivalent to 50 times Itaipu Binacional, truly a gift for the northeast,” claims Jair Bolsonaro.

RN, CE, RS and RJ May Stand Out in Offshore Wind Energy Generation
Rodrigo Mello argues that there are significant challenges for these projects to become real and connection is one of them, in addition to the environmental licensing that includes Ibama and the Navy. The connection is the system that includes a substation and power distribution lines.
Currently, areas such as the Northeast already face regions with difficulties in having a connection to deliver energy to the distribution network. According to technicians, the regions with the most potential for offshore wind energy generation are close to the sea, located near Rio Grande do Norte, Rio Grande do Sul, Ceará, and Rio de Janeiro.
There are already 66 offshore wind energy projects that have been submitted to Ibama and are concentrated in the mentioned states. The projection is that, with the investments from the government of Jair Bolsonaro, offshore wind farms will be operational in the country by 2030.
Aneel May Structure the Operation of Offshore Wind Farms
From now on, the MME can continue the activities of publishing complementary norms to Decree No. 10.946/2022, adhering to the deadline of July 30, 2023, expected in Article 38 of Ordinance 52/GM/MME, with specific guidelines and definitions regarding the methodology for calculating the amount owed to the Union for the use of public assets indicated in Article 11 and the maximum area limit to be granted in a single contract.
The National Electric Energy Agency (Aneel), in turn, may act in structuring the operationalization of both delegated activities and already performed activities. Other institutions involved in the analysis of DIP and Ibama may adjust regulations and procedures to the guidelines determined in Decree No. 10.946 of 2022.
