The cable-stayed bridge linking Foz do Iguaçu to Paraguay was completed in 2022 and spent over three years virtually unused, but starting September 14, it will finally begin to allow local residents’ cars, alleviating the traffic congestion caused by the Friendship Bridge every day.
The new rule was reported on August 31 by the news portal H2FOZ, which has been following the project from the start. According to the publication, passenger vehicles will be allowed to cross the Integration Bridge, connecting Foz do Iguaçu and Presidente Franco, from 7 AM to 1 PM.
The structure measures 760 meters in length with a free span of 470 meters over the Paraná River. Work began on August 7, 2019, funded by the Brazilian government through Itaipu Binacional, with a total investment of R$ 712 million (about US$ 135 million), which includes R$ 372 million (about US$ 69 million) for the bridge and R$ 340 million (about US$ 64 million) for the access roads. The bridge was physically completed in 2022 but was only inaugurated on December 19, 2025.
The allowance applies to residents of four cities: Foz do Iguaçu on the Brazilian side, and Ciudad del Este, Presidente Franco, and Hernandarias on the Paraguayan side. Drivers and passengers must carry a Cross-Border Vicinal Transit Document, known as DTVF. Transporting goods remains prohibited, except for essential items, while empty trucks have an extended window for crossing from 6 PM to 5 AM.

The Bottleneck Has a Name and a Location
To understand why this date is significant, one must consider the current situation. The Friendship Bridge, inaugurated in the 1960s, is essentially the only significant roadway crossing in the region and currently handles about 100,000 vehicles daily. It serves multiple functions simultaneously: catering to tourists visiting the waterfalls, shoppers crossing to Ciudad del Este, residents commuting daily across the border, and international freight trucks.
Combining these flows into a single, outdated structure leads to predictable outcomes. Traffic jams become routine, crossing times become unpredictable, and minor incidents can bring commerce on both sides to a standstill. According to the project’s design, it is precisely this mixing of traffic that the new bridge aims to eliminate.
The final plan is clear: once full operation is underway, trucks will be banned from the Friendship Bridge, and all goods moving between Brazil and Paraguay in the area will be redirected to the Integration Bridge. This means the old bridge will serve pedestrians, cars, and buses, while the new one will bear the burden of freight. Separating cargo from passenger traffic is the most basic principle of border traffic engineering, and that is what is at stake here.

A Completed Project Awaiting the Rest to Be Ready
What makes this case peculiar, and a bit frustrating to follow, is that the structure itself was never the problem. The cable-stayed bridge was completed in 2022 and remained there, visible from afar, for over three years until its inauguration in December 2025, still without full clearance. What was missing was not concrete, but the surroundings: road access, inspection yard, customs structure, and, above all, the operational agreement between the two countries regarding who can cross, at what time, and with which document.
That’s why the opening is staggered and restricted by time, rather than occurring all at once. Each phase requires that customs, revenue services, and police on both sides be prepared for the corresponding volume. Releasing everything before that would only shift the queue, which wouldn’t solve anything.
I see a lesson here that repeats itself in infrastructure projects all over Brazil. We tend to measure progress by what’s visible in the photo, and the photo almost always shows the large structure. However, what determines whether the project works is the invisible parts: access, the yard, the agreement, the signed entry permit. Without that, a completed bridge is an expensive sculpture over a river.

What changes for those living on the border
In immediate practice, the effect is modest and well-defined. Six hours a day, only for registered residents, without goods. It’s not the full opening that the region expects. Still, it’s the first time that the ordinary car of residents there has an alternative to the congested crossing, and it’s also the first real test of how the structure behaves with real traffic flow.
From a logistical perspective, the most relevant data is the window for empty trucks between 6 PM and 5 AM. Empty trucks circulating at night means fleet repositioning outside peak hours, which is already starting to relieve pressure from the old bridge without waiting for full cargo clearance. It’s a discreet adjustment that often yields more than it appears.
While the next steps are yet to be announced, those depending on the crossing continue to plan their day in relation to a bridge over sixty years old. Therefore, the date of September 14 means less for what it clears and more for what it signifies: after so long being unused, the structure is indeed now in operation.
