China Advances in Negotiations to Establish a Factory for Industrial Wires and Cables in Santa Catarina, with Blumenau as the Most Likely Destination, Initial Investment of R$ 200 Million, Expected 200 Direct Jobs, and an Official Mission to China That Could Transform the Talks into a Concrete Agreement in the Coming Weeks.

China Advances in a negotiation that could place Santa Catarina at the center of a new foreign industrial investment. The Chinese company Xinhongye, identified as one of the largest suppliers of electric industrial wires and cables in China, is in talks to establish a factory in the state, with an initial investment estimated at R$ 200 million and the creation of 200 direct jobs.

The movement gained traction because there is already a letter of intent signed with InvestSC, indicating that the conversation has moved beyond the preliminary phase into a more concrete stage. Blumenau appears as the main candidate to receive the unit, while the mayor Egidio Ferrari’s international agenda, scheduled for March, emerges as an attempt to transform interest into a concrete decision.

What Is Being Negotiated Between Santa Catarina, Blumenau, and the Chinese Giant

The negotiation involves the possible establishment of a new Xinhongye factory in Santa Catarina, focusing on production linked to the electric industrial wire and cable sector.

The estimated value for this first phase is R$ 200 million, with the creation of 200 direct jobs, a relevant number for an industrial project that is still in the territorial definition phase. The most important fact at this moment is that the company is no longer just interested: it is already participating in formal negotiations with the state government.

This advance became more evident with the signing of a letter of intent through InvestSC. The document provides for the possibility of tax incentives for the establishment of the factory while establishing an important counterparty: priority for service providers from Santa Catarina.

In practice, this indicates that the potential investment is not being treated just as an influx of external capital, but also as an opportunity for local economic activation, with effects on suppliers, construction, services, and industrial chains in the state.

When observing the operation’s structure, the case stops being merely a corporate visit and instead represents a negotiation with a broader economic impact.

China Advances because there is an institutional framework formed, with participation from the state government, municipal intermediation, and business interest already expressed through visits and negotiations. This set of factors helps explain why the project has been closely monitored.

Why Blumenau Is Emerging as the Favorite to Host the Factory

Blumenau is emerging as a favorite because it is already on the practical radar of the Chinese company. Representatives linked to the controlling group of Xinhongye reportedly created a working group and visited the city to assess potential sites for the future unit.

This point is decisive because it reveals a more concrete filter within the negotiation: when a company starts to look at physical areas, logistics, and local feasibility, the conversation shifts from generic to having a possible address.

The preference for Blumenau also aligns with the city’s industrial and business profile. Besides the regional economic tradition, the municipality emerges as a base capable of supporting a more complex operation, especially in a segment linked to cable technology, energy, and integration with industrial production chains.

Even though the final decision has not been announced, the fact that the city has been visited and placed at the forefront reinforces its status as a hub with greater alignment to the project.

Another point that weighs in favor of Blumenau is the political effort to bring the municipality closer to the final decision.

Mayor Egidio Ferrari participated in contacts with representatives of the group during an official mission to Asia last year and is now preparing for a new trip to China. This shows that the city is not passively waiting for the investment; it is attempting to attract the project through direct engagement.

What Egidio Ferrari’s Trip to China Seeks to Unblock

The mayor’s trip to China, scheduled to take place between March 17 and 28, has a clear objective: to strengthen institutional and commercial relations and attempt to finalize the agreement for the establishment of the factory in Blumenau.

The request for his absence from the country was forwarded to the City Council, formalizing the mission politically. The costs of airfare and accommodation, according to the information presented, will be covered by business associations and private Chinese funds interested in expanding commercial relations with Santa Catarina.

The agenda includes commitments in cities such as Changzhou and Wuxi, in addition to visits to globally significant companies.

In Changzhou, meetings are anticipated that may pave the way for a closer relationship between the Chinese city and Blumenau. In Wuxi, the main focus will be on visiting Xinhongye. It is at this point in the mission that the trip gains strategic weight, as the expectation is to consolidate the company’s definitive arrival in the municipality.

Besides Xinhongye, the delegation is also expected to visit companies like Trina Solar, CRRC, and Li Auto, in addition to a medical sector company and a large textile company in Shaoxing.

The presence of these names on the agenda indicates that the itinerary goes beyond a single investment and connects to an attempt to bridge gaps with sectors such as renewable energy, electric mobility, railway industry, technology, and textiles.

Still, it is the meeting with the cable manufacturer that concentrates the highest local expectations since it may result in a more immediate outcome regarding the establishment of the new factory.

Who Is Xinhongye and Why This Investment Draws Attention

Xinhongye acts as one of the leading Chinese suppliers of special wires and cables aimed at the new energy industry. Among the products manufactured are photovoltaic solar cables, cables for electric vehicles, and industrial electrical wires.

This profile helps understand why the potential investment draws significant attention: it is not a common industrial operation but a company linked to sectors considered strategic in the energy transition and technological modernization.

The customer portfolio mentioned includes automakers like BYD, GM, Honda, and Nissan, which reinforces the company’s stature within highly competitive industrial chains.

The company also operates a manufacturing park of 260,000 square meters and has a presence in markets across Asia, Europe, North America, and Australia.

In June 2023, it raised 1.6 billion yuan by entering the Shenzhen stock market, a move that highlights its capacity for expansion and financial strength for international projects.

In the case of Brazil, the initial plan speaks of R$ 200 million in investment and 200 direct jobs, but the potential reach goes beyond that.

The estimate presented by the company points to an annual revenue of R$ 500 million with the new factory. China Advances, therefore, not only with a promise of installation but with the possibility of embedding Santa Catarina in an industrial operation connected to global markets, new technologies, and a growing demand for electrical solutions related to solar energy and vehicle electrification.

What This Movement Could Represent for Santa Catarina

For Santa Catarina, the potential arrival of Xinhongye could mean more than just the opening of an industrial plant.

The project brings together elements that are of direct interest to the state: job creation, strengthening the industrial base, attracting foreign capital, and connecting with production chains associated with new energies and electrification.

This type of investment tends to radiate effects beyond direct jobs, reaching services, suppliers, and commercial relationships surrounding the operation.

At the same time, the case is still in the negotiation phase, and this point needs to be maintained with clarity. There is a signed protocol, an official mission scheduled, technical visits planned, and an indication of Blumenau as the favorite, but finalizing the agreement still depends on the progress of the conversations.

The interest is real, formal steps have already begun, and the signals are consistent, but the project’s realization depends precisely on the stage to be faced in the coming weeks.

This is why the March trip gained decisive character. If a final understanding emerges from it, Blumenau could transform a promising negotiation into a significant industrial announcement for the regional economy. If there is no definition, the process may still continue in negotiation.

At this moment, the most important scenario is this: there is a significant investment on the table, a city in a privileged position, and an international mission prepared to try to convert expectation into commitment.

The possible installation of this factory in Blumenau could change the game for the local economy and for foreign industrial presence in Santa Catarina. Do you believe that this agreement should come to fruition, or are there still too many steps to confirmation?

Is it better to bet on the impact of jobs, technological advancement, or the political strength of the mission to China?
