Porto Seguro City Hall Sanctions the Creation of the Environmental Preservation Fee (TPA) for Vehicles Accessing the City and Tourist Districts Starting in 2026, with Daily Charges Ranging from R$ 3 to R$ 90, Varying by Vehicle Category.
Porto Seguro, in the extreme south of Bahia, will start charging in 2026 the Environmental Preservation Fee (TPA) for vehicles of tourists and visitors. The charges range from R$ 3 to R$ 90 per day, depending on the vehicle category. The measure was approved by the Chamber in September and sanctioned by the City Hall, which claims to seek traffic organization and funding for infrastructure and environmental preservation.
According to the municipal administration, the fee will be charged upon entering the municipality and the tourist districts, such as Trancoso and Arraial d’Ajuda. The policy will be implemented through cameras with automatic license plate recognition (OCR/ANPR), without physical toll booths.
According to the city hall, the revenue will be allocated to infrastructure works, mobility, and environmental actions. The City Hall also cites pressures such as caravans parked for long periods and rental companies injecting around 10,000 vehicles into the city.

How the Fee and Enforcement Will Work
The TPA will be automatic, through license plate recognition upon entering the municipal territory. There will be no physical barriers to avoid queues. The payment can be made online or at authorized points. Failure to pay will subject the owner to a 50% fine of the due amount.
Those who only pass through the city will have exemption if they stay up to 8 hours; after that period, the fee will be charged. This rule applies to passing traffic, and the system identifies the stay through electronic monitoring.
The measure covers Porto Seguro and the tourist districts, with monitoring at strategically defined access points by the City Hall. Operational details will be specified in regulations. Tour buses and vans, which already had their own fees to access the municipality, will also have the TPA added.
Who Pays, Who is Exempt, and Discounts
The TPA is paid by vehicles with license plates from outside Porto Seguro that enter and stay beyond the exemption limit. Residents and local workers with prior registration are exempt. Service providers from neighboring cities can also obtain exemption through accreditation.
Vehicles registered in neighboring municipalities listed in the law will have a 50% discount if they are not exempted by registration. Transport apps with out-of-town plates fall under general rules, and without exemption, they will pay.
Tourists staying in Santa Cruz Cabrália do not pay if they do not stay with the vehicle in Porto Seguro. Once exceeding the 8-hour window, the TPA will be charged normally. The City Hall states that exemptions and discounts require previous registration; without it, charges will be applied by the system as usual.
Charges by Vehicle Type
The official table released by the city hall sets the following daily charges:
- Motorcycles (R$ 3)
- Passenger Cars (R$ 9.90)
- Utility Vehicles/Pickups (R$ 12.90)
- Tour Vans (R$ 30)
- Minibuses, Trucks, and Motorhomes (R$ 45)
- Buses (R$ 70)
- Trailers and Car Carriers (R$ 90)
These charges are per day of circulation, within legal limits. The fee aims to organize traffic flow during peak seasons and finance signage, load capacity control, and environmental preservation in tourist areas.
According to the City Hall, there will be no barriers, and the system prioritizes smooth flow for residents and visitors. For loading and unloading, those who choose to not pay will have to operate at night to reduce congestion during business hours.
Monthly Limit, Motorhomes, and Additional Rules
The law establishes a charging limit of up to 10 consecutive days per month, per vehicle. That is, even if the visitor circulates for more days, the TPA will not exceed 10 daily charges in the month.
For motorhomes, the specific rule determines payment only for access if the vehicle stays in a campground without circulating in the city. If it circulates, the counting resumes.
The City Hall informed that fines for noncompliance are 50% of the due fee and that payments can be made online and at authorized locations.
When It Starts, Where It Applies, and What Needs to Be Regulated
The charge will come into effect in 2026 and will apply to Porto Seguro and the tourist districts. The management mechanism will be detailed in a regulatory decree, which will also define procedures and service channels.
The legal text is identified as Municipal Law No. 2,164/25, sanctioned in September 2025. The Chamber published notes about the project’s progress and sessions that addressed the topic.
The municipality claims that the TPA will help reduce congestion and organize traffic in one of the most sought-after destinations in Bahia. Environmental management and infrastructure are also cited as goals.
