Federal Government Proposal Provides for Traffic Classes in High School and Free Theoretical Course for Driver’s License, Integrating Public Traffic Schools and Reducing Costs Without Relying on Driving Schools

The federal government intends to reformulate one of the most expensive stages of the process for obtaining a driver’s license: the mandatory theoretical course. The proposal, currently under public consultation, provides that this phase can be completed for free at Public Traffic Schools (EPTs), linked to the state traffic departments, or on a digital platform from Senatran, democratizing access to the first driver’s license.

Among the ideas under discussion is allowing high school students to start the licensing process within the public network, with integrated traffic classes as part of the school curriculum. This measure aims to broaden the reach of traffic education and reduce the reliance on driving schools, which currently concentrate driver training.

What Changes in the Driver’s License Process

The Public Traffic Schools, present in states such as São Paulo, Pernambuco, Amazonas, Rio Grande do Sul, the Federal District, and Roraima, will be able to administer the theoretical course with nationally recognized certification, representing a significant transformation in the current system.

These institutions, created over a decade ago, have always had an educational and social character but have never directly participated in the training of new drivers.

The new format also provides that Senatran will offer a free online course, accessible to any candidate for licensing.

The content would be standardized across the country and digitally validated, ensuring uniformity and official recognition.

Traffic Classes in High School

One of the most innovative points is the Traffic Education Program in Schools, which will allow high school students to participate in theoretical activities on driving and road safety.

Interested schools will be able to register with the state traffic departments and train teachers to deliver the content.

Students will be required to complete at least 75% of the course hours to obtain a certificate registered in the National Register of Qualified Drivers (Renach).

This certificate can waive the theoretical stage of the driver’s license process, reducing time and cost when the young person decides to pursue full licensing.

Government Objective: More Democratic Access

According to the Ministry of Transport, the proposal aims to make the licensing process more accessible and less costly.

Currently, the average cost to obtain a driver’s license ranges between R$ 2,000 and R$ 3,000, considering theoretical and practical lessons.

The government wants the theoretical course to be free, while maintaining the requirement of a minimum number of in-person practical classes to ensure road safety.

Today, candidates are required to attend 45 hours of in-person theoretical classes at an accredited driving school before the exam.

The new model, according to sources linked to the project, will maintain at least five mandatory practical hours but will open alternatives for theoretical study via public schools or digital platforms.

Driving Schools React to the Proposal

The proposal has generated resistance among driving schools, which claim risk of job losses and devaluation of the educational role of instructors.

The president of Feneauto, Ygor Valença, believes that the project represents a replacement of the current model, not a mere relaxation.

Valença argues that the government should invest in modernizing education and in hybrid alternatives, such as online theoretical classes with live teachers, ensuring interaction and attendance control.

For the sector, maintaining the educational role of driving schools is essential for the training of conscious drivers and for safety on the roads.

Next Steps and Social Impact

The proposal is currently in the public consultation phase, meaning it can still receive adjustments before final regulation.

If approved, Brazil will have one of the most inclusive models in Latin America for access to the first driver’s license, allowing young people from public schools to start the process while still in regular education.

Experts point out that the success of the measure will depend on the quality of the content offered in schools and the digital infrastructure of Senatran, in addition to rigorous monitoring to prevent fraud in online courses.
