The federal government has initiated a public consultation to discuss the end of the mandatory classes in driving schools for those wishing to obtain a Driver’s License (CNH). The proposal, authorized by President Luiz Inácio Lula da Silva (PT) and supported by Minister of Transportation Renan Filho (MDB-AL), aims to allow candidates to choose how to prepare for the theoretical and practical exams, eliminating the minimum requirement of 20 classroom hours.

According to the text of the consultation, the initiative seeks to modernize the driver training system, ensuring more freedom and savings for future drivers. The government’s central argument is the reduction of up to 80% in the total cost of the CNH, which currently amounts to around R$ 3,2 thousand, according to official estimates.

The proposal suggests that candidates can prepare on their own or with independent instructors, without needing to go through a training center. The theoretical and practical exams would remain, serving as the main criterion to assess the driver’s qualification.

“The goal is to modernize the licensing system, providing more freedom without compromising road safety,” states the public consultation announcement published by the Ministry of Transportation. The agency adds that the change also aims to regularize the situation of 20 million Brazilians who currently drive without a license.

The information was disclosed by Gazeta do Povo, which pointed out that the project is still in the analysis phase and may transform into a Bill (PL) if it advances in the National Congress.

Driving Schools Warn of Risks and Unemployment in the Sector

Entities representing the driver training sector criticized the proposal, stating that the measure could affect the quality of learning and jeopardize traffic safety. The National Federation of Driving Schools of Brazil (Feneauto) published a statement classifying the possible approval of the proposal as “a social disaster and a setback for road safety”.

The organization estimates that the change could lead to the closure of 15,000 training centers and the loss of 170,000 jobs nationwide. Furthermore, it argues that eliminating mandatory classes would open a “critical gap” in the training of new drivers.

According to Hermano Freitas, the proposal treats the process of learning to drive as something that can be acquired independently, ignoring the importance of standardized and supervised training. He adds that relying solely on the exam to certify the driver’s aptitude would be a simplistic and risky view given the complexity of Brazilian traffic.

Public Consultation and Next Steps in Congress

The Ministry of Transportation will keep the public consultation open until November 2, during which the public can submit suggestions or criticisms regarding the proposal. The government believes that the measure can democratize access to the CNH, reduce bureaucratic barriers, and boost driver adherence in an election year.

However, sector entities emphasize that although the current model has high costs, it ensures a minimum standard of training and contributes to reducing accidents and fatalities on public roads. The final decision on the implementation of the proposal will depend on the analysis of the contributions received and the processing in the National Congress.

As highlighted by Hermano Freitas, the debate about the CNH without driving schools should balance the right to mobility and the responsibility for road safety, two pillars that, according to him, cannot be treated in isolation.

As autoescola são uma grande máfia e paga muito mal um instrutor que a parte mais fundamental para que tira uma CNH

A primeira auto escola que peguei após renovar minha carteira expedida em 88 porém na transferência de Santos para cá desapareceu a de moto a minha era (D A 3) pois agora decidi renovar novamente abaixando minha categoria e tendo que fazer a de moto de novo. Nessa auto escola o lugar para ensino é péssimo (Armênia) com buracos e moto velhas e altas ..sai dela faltando 4 aulas enfim perdi essa grana e graças Já sabia dirigir e bem mas moto alta para fazer as balizas apertadas sem segurança é complicado..além de 88 para cá o Detran dificultou mais ainda com a finalização da tão temida prancha que nos conselhos do próprio Google pedem calma olhar o infinito acelerar pouco porém corretamente!! Enfim uma questão de sorte e de estabilidade emocional no dia da prova que a maioria dos iniciantes não tem ..outra todo tipo de impecilio é imposto um exemplo é a saída do cone aonde tem que entrar diretamente sem espaço mental em uma curva a esquerda percebi no dia do exame que de tantos a maioria queimou ali exatamente pois surpreendidos não esperavam a pouca distância entre saída cone na pista escola se consegue até fazer a curva porém a distância de alinhar a moto para a temida prancha é mínima; fazendo com isso insegurança complementada com mais aulas óbvio. Se queimarmos na prova (tudo queima) é mais 500 reais eu fiz a prova e queimei exatamente na saída do cone e não na prancha no qual sabia que era uma questão de sorte como foi na escola por vezes passava por vezes não . Falei com a auto escola falando que só vou poder pagar outro exame quando conseguir pagar meu empréstimo que tive que fazer após a desistência da primeira auto escola . Entrei em outra o qual na pesquisa do Google tinha a quadra de treino melhor, as motos eram mais baixas e arre! com partida elétrica. Porém altas para mim que tenho 1:51 de altura ..quem dirige moto sabe que em verdade em trânsito no dia a dia qualquer um dirige qualquer cilindrada desde que se tenha Al menos 1 pé para as paradas e o equilíbrio que sustente as curvas no retorno dela sem forçar caindo muito …essa auto escola seguinte que escolhi tinha uma moto mais baixa mas teria que ter problemas especiais e atestado por um médico para que pudesse reiniciar meu treinamento com ela . É o que disse me parece uma máfia..nem auto escola nem Detran ao nosso favor . Em casa diluindo a minha decepção da reprova que fizessem tudo que fazem para reprovar ma que tivesse no dia da prova uma contraprova ! Ao menos para reconhecimento da quadra real do DETRAN se passa-se de primeira tudo bem; sem a necessidade da segunda . Embora para iniciantes imaturos na condução isso só viria à desestabilizar.. poderia então fazer a prova novamente determinado pelo Detran sem pagar novamente .Vi muitos repetentes na fila se virando nos trinta para pagar a reprova ou já pensando em comprar a CNH moto pois precisam trabalhar honestamente. Triste !! PEÇO A TODOS QUE ESTÃO LENDO ISSO COMPARTILHEM !
