TikTok, controlled by ByteDance, confirmed an investment exceeding R$ 200 billion to build its first mega data center in Latin America in Ceará.
The complex will be installed around the Port of Pecém and will operate based entirely on renewable energy.
According to a report published by Bloomberg on Wednesday (03), the announcement consolidates the platform’s entry into a new phase in the region, marked by the creation of its own infrastructure to process large volumes of data and expand artificial intelligence services.

TikTok Mega Data Center in Ceará
The decision to install the enterprise in Ceará was presented during an event with federal and state authorities.
On that occasion, TikTok Brazil’s public policy director, Monica Guise, stated that “this is a historic investment for the company in Brazil” and described the project as an essential step to reinforce the platform’s commitment to one of the fastest-growing digital markets in the world.
Omnia will be responsible for the construction and management of the data center, while Casa dos Ventos will ensure the supply of clean energy.
Bloomberg also highlighted that the complex will be developed in phases over the next few years, with around R$ 108 billion allocated for the acquisition of high-tech equipment by 2035.
In the initial phase, the structure is expected to concentrate the data processing of TikTok, which will be the main user of the facility operated by Omnia.
Why Ceará Was Chosen for the Megaproject
The choice of Ceará occurred due to structural factors considered strategic.
The region hosts one of the largest concentrations of submarine fiber optic cables in Latin America, connecting Fortaleza to the United States, Europe, and Africa.
The proximity to this network shortens the international data route and reduces latency in services that depend on immediate response, such as video streaming and advanced AI applications.
Moreover, the state has natural conditions favorable for wind energy generation and has a regulatory framework conducive to investors in the sector.
Renewable Energy and Operational Model of the Data Center
Another emphasized point is the energy model.
The project was designed to operate with 100% renewable energy, sourced from new wind farms by Casa dos Ventos.
The initial estimate points to a capacity of 200 megawatts of IT and a total consumption of around 300 MW, which is expected to rank the center among the largest on the continent by the turn of the decade.
Cooling systems with water reuse are also planned, meeting environmental requirements defined by the federal government.
President Luiz Inácio Lula da Silva participated in the announcement and stated that the investment could drive a “revolution in the state of Ceará,” provided it is accompanied by measures for environmental protection.
Lula reinforced the guideline for the enterprise to use reclaimed water and technologies that reduce the impact on human supply, a condition that, according to him, will be monitored by the competent authorities throughout the construction.
Jobs, Economy, and Regional Impact
According to information from Bloomberg, the plan also involves creating thousands of direct and indirect jobs during the construction and operation.
Sources linked to the project estimate more than four thousand jobs created in the first phase, especially in the areas of engineering, information technology, maintenance, and specialized services.
The government of Ceará believes that the mega data center will stimulate a new ecosystem of innovation, attracting technology companies interested in operating close to a robust data and connectivity infrastructure.
Environmental and Social Debates Surrounding Caucaia
The initiative also opens space for local debates.
Communities in Caucaia, including Anacé indigenous groups, have been requesting more transparency regarding environmental licensing and changes in land use.
The discussions involve concerns about the potential pressure on water resources and social impacts arising from the installation of large industrial structures.
State and federal environmental agencies are still assessing the conditions and will monitor compliance with mitigation measures throughout the subsequent stages.
The Bloomberg newspaper also pointed out that, although the project sparks interest in consolidating Ceará as a digital hub, the need to balance economic expansion and social-environmental responsibility remains.
This combination, experts consulted by the publication claim, will likely determine whether the state becomes a reference in sustainable data infrastructure in Latin America.
Brazilian Digital Hub and Future Challenges
In a move that could reposition the country on the global map of the digital economy, TikTok’s mega data center adds to other initiatives by large companies seeking to leverage the availability of renewable energy and international connectivity of the northeastern coast.
