The government updates the average fuel prices table and set the new reference values that will take effect from September 1, 2025, according to a publication in the Official Gazette of the Union and confirmed by the Poder360 portal. The table, released by Confaz (National Council of Tax Policy), serves as the basis for calculating the ICMS applicable to each type of fuel.
The update shows great price variation among the States, which will directly impact the final consumer. Among the fuels evaluated are aviation kerosene (QAV), hydrated ethyl alcohol fuel (AEHC), compressed natural gas (CNG), industrial natural gas (GNI), and fuel oil.
What Changed in the Price of Hydrated Ethyl Alcohol
The hydrated ethyl alcohol shows strong regional differences. Amazônia has the highest price in the country at R$ 5.44/liter, while São Paulo registers the lowest value at R$ 3.95/liter. Other states also stand out: Alagoas (R$ 5.24/liter), Pernambuco (R$ 4.95/liter), and Paraná (R$ 4.42/liter).

These variations reflect factors such as distribution logistics, tax incentives, and ethanol production conditions in each region.
CNG: Distrito Federal Charges More
In the case of compressed natural gas (CNG), the negative highlight goes to the Federal District, which charges R$ 6.78 per m³, the highest value in the table. On the other hand, Amazônia registers the lowest price, at R$ 2.99 per m³, a difference of over 100%. States like Rio de Janeiro (R$ 4.40/m³) and Minas Gerais (R$ 4.99/m³) appear in intermediate positions.
These differences can directly influence the decision of drivers who use CNG as an alternative for savings in taxi and app fleets.
Tocantins Leads Price Increase in Aviation Kerosene
For aviation kerosene (QAV), an essential fuel for air transport, Tocantins has the highest price at R$ 7.31 per liter. Meanwhile, Rio de Janeiro has the lowest value at R$ 2.44/liter. This contrast can affect the costs of regional airlines and impact ticket prices.
Industrial Natural Gas Has Few States with Reference
The table shows values of industrial natural gas (GNI) only in two states: Amazônia (R$ 1.83/m³) and Mato Grosso (R$ 3.67/m³). This absence in other locations reflects a lack of supply infrastructure or low consumption relevance.
Fuel Oil Appears Only in Two States
The fuel oil had prices disclosed only in Paraíba (R$ 4.93/liter and R$ 4.93/kg) and in Rondônia (R$ 4.08/liter). The use of this derivative is more restricted to industrial and energy sectors.
Impacts on the Consumer
Although the table of PMPF (Weighted Average Price to Final Consumer) does not necessarily reflect the pump price, it is fundamental for defining the ICMS charge and, in practice, influences the amount paid by the consumer. According to experts, states with higher reference prices tend to pass some of this cost onto the final consumer.
